• Tasked
  with the coordination of multi-sectoral teams to carry out assessments of
  public health risks and analysis of the threats to life, health and
  dignity of the refugee community.
• Take
  leadership of the PHE sub-sector and work to influence actions of other
  humanitarian actors in this field on behalf of Oxfam
• Work
  closely with the Response Team Leader to put in place and implement a PHE
  operational framework for the targeted settlement and monitor water
  and sanitation activities ensuring that feedback is given to the
  volunteers, target population and other stakeholders
• Build
  good relationships with all communities in the targeted settlements and
  further ensure all understand the Oxfam interventions and
  priorities of Public Health programme.
• Support
  partner and Oxfam teams to conduct needs assessment, design and implement
  the trainings for both partner hygiene promotion volunteers and identified
  committees.
• Supervise, manage and monitor the
  mobilization of the target population to promote environmental sanitation,
  with more emphasis on Cholera prevention and control mechanisms.
• Take
  account of gender, protection, HIV, the environment, and other important cross-cutting
  concerns in programme design, implementation, and reporting; carry out
  activities in a way that reflects the needs of specific groups and
  individuals e.g. elderly people, children, and people with disabilities.
• Ensure
  sensitivity to community needs and gender issues, particularly full
  and equal participation of women, men, boys, girls in all aspects of the
  work and to ensure that Oxfam’s programme is an opportunity for peace
  building, rather than community division.
• Support
  partner agencies to use participatory approaches as a far as possible
  throughout the programme cycle, in training, and in the use of tool kits
  and other materials.
• Ensure
  that interventions strive to conform to Sphere standards and adhere to Oxfam
  guidelines and protocols.
• Work
  together with the PHE team, develop monitoring indicators and tools in
  line with the log frame and regularly collect data to reflect progress
  against objectives, and giving feedback to the PHE TL.
• Conduct
  technical assessments, design, and implement water and sanitation
  projects that are socially acceptable, environmental friendly, and
  economically viable.
• Assess
  emergency needs, as requested, especially taking in the broader
  perspective of Public Health and design and implement settlement
  water and sanitation facilities for refugee settlements
• Ensure
  that the most appropriate forms of sanitation systems are implemented, in
  consultation with the beneficiaries, which includes excreta disposal,
  refuse disposal, vector control and drainage.
• Identify
  and assess the current resources and capacity of national counterparts,
  humanitarian agencies and government authorities to meet public health
  needs.
• The
  jobholder will coordinate with other key actors including local
  authorities and NGOs to ensure Oxfam’s views and approaches are in
  harmony with other key players in the public health sector.
• Support
  WASH technical coordination and relations with district, OPM, UNHCR and
  other stakeholders in Arua.
• Ensure
  Field representation of Oxfam to Government and partners ensuring
  that the influencing role is kept high.

• The ideal candidate for the Oxfam Public
  Health Engineering (PHE) Team Lead career placement must hold a professional qualification in Water and
  Sanitation or Civil Engineering backed
• A
  minimum of five years of practical WASH in emergencies experience.
• Substantial,
  demonstrable experience of emergency and development work, and an
  understanding of relevant issues.
• Broad
  knowledge and understanding of the NGO/Red Cross Code of Conduct, the
  People in Aid Code, Oxfam International procedures and other regulatory
  codes/protocols (e.g. Sphere Minimum Standards and InterAction
  Field Co-operation Protocol).
• Sympathy
  with the aims and objectives of Oxfam and commitment to humanitarian
  principles and action.
• Proven
  analytical skills and ability to think strategically, including the
  ability to think beyond the local programme context and to act within
  a regional framework.
• Personnel
  management skills, diplomacy, tact and negotiating skills.
• Highly
  sensitive to cultural differences, ability to work in a wide variety of
  cultural contexts, commitment to equal opportunity and gender
  policies.
