About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.

Job Summary: The Financial
Analyst is primarily responsible for supporting sound financial management and
reporting systems as well as building financial management capacity across the
project enabling adequate financial planning, monitoring and reporting. The
incumbent ensures accurate, effective
and timely provision of financial and budget management data to HQ, senior
management, program managers and USAID. S/he will provide financial data by
collecting, monitoring and creating financial reports for decision support and
day to day management of project activities across multiple thematic areas and
objectives, geographical distribution and service delivery streams.

Work plan development and implementation: Participate in work plan development with the entire project team;
- Jointly, with Senior Management Team,
monitor program implementation, with a key focus on financial and
budgetary implications of the implementation process; - Coordinate the development of workplan
budgets, ensuring that all planned activities are properly costed,
considering historical data, expected market conditions and anticipated
deliverables; - Guide cost analysis process by
establishing and enforcing policies and procedures; providing trends and
forecasts; explaining processes and techniques; and recommending actions.
Expenditure Coding: The Financial Analyst will be responsible
for ensuring that all project expenses are tracked and reported across the
multiple funding streams, budget line items and geographical spread, implementing
partners (sub-awards, grants and sub-contracts) as stipulated in the award
budget and required USAID. Specifically, the Financial Analyst will;

- Manage the expenditure coding process
ensuring that all expenses are properly and fully coded, from the requisition
stage to the data entry level – in accordance with internal URC Chart of
Accounts, US Government funding agency (USAID) funding streams, and budget
line items; - Keenly review financial reports on a
continuous basis to ensure that expenditure coding is accurate and work
with the accounting team to make any necessary reclassifications; - Work closely with activity managers and
budget holders and provide training to budget holders so that they
understand key financial concepts and the entire coding process; - Work in liaison with HR to ensure all
project staff times and charges are properly tracked and allocated to
specific activity areas in line with the LOE. This will involve reviewing
the payroll and ensuring that appropriate charge codes are applied when posting
the payroll.
Financial Reporting: The Financial Analyst will be responsible
for generating required financial reports both for internal consumption and
external reporting. This will include:

- Monthly financial reports to HQ, senior
management and budget holders – these include budget variance analysis
reports, burn rates, projections, etc. S/he will ensure all budget holders
understand the financial information they are sent every month and will
answer questions they may have; - Take lead in the preparation of quarterly
(and any ad-hoc) financial reports to USAID as and when required; - Oversee the process of generating the
annual PEPFAR expenditure analysis reports – this will involve keeping
track of expenses monthly, and leading the consolidation process of the
same annually; - Support in the preparation of the field
monthly financial reports to HQ; - Send information to management by
assembling and summarizing data; preparing reports; making presentations
of findings, analyzes, and recommendations; - Assist the Director of Finance &
Administration in the standardization of financial management tools and
reporting systems and the enhancement of financial management capacity and
skills across the project; - Actively participate in designing
appropriate management reports to meet information requirement for
management and support roles of such tools and formats across the project.

Financial Analyst career opportunity must hold a Bachelor’s Degree in
Financial Management/Business Administration (Masters preferred); - Professional qualification: Certified Public
Accountants (CPA), Association of Chartered Certified Accountants (ACCA)
or equivalent; - At least five years’ work experience
(minimum) as Financial Analyst preferably with experience in reporting
within the US Government funded INGO sector. - Previous exposure and experience in
integrated health programming is highly desirable; - High computer literacy desired, including:
- Proficient with QuickBooks accounting
system; - Excellent Microsoft Excel skills,
including use of pivot tables and macros; - Strong Management Information Systems
skills; - Proven ability to work in multi-functional
teams; - Ability to multi-task in a high-paced
environment; - Excellent interpersonal and written
communication skills, particularly as related to report development;
