• Manage
  the development and implementation of a gender equality and social
  inclusion in the emergency response operations in refugees camps West Nile
  (northern Uganda) to effectively include gender considerations in all
  project activities.
• Offer
  technical support to implementing partners and local stakeholders
  to develop systems and mechanisms for proper mainstreaming of gender &
  protection in the emergency response programs and to prevent, respond to,
  and resolve the abuse, neglect and violence experienced by children and
  women in the refugee camps.
• The
  incumbent will manage/apply the implementation of Oxfam emergency
  Protection & gender principles and standards in the emergency response
  operations.
• The
  jobholder will also design, adapt, implement and maintain gender and
  protection including GBV monitoring procedures and information
  systems and ensure that emergency response staffs are trained for their
  data collection and monitoring duties.
• Develop
  monitoring milestones to track the progress and ensure engendered
  emergency response is delivered to the beneficiaries
• Render
  support in the implementation and if necessary further development
  of referral mechanisms for managing child protection concerns at camp and
  host community level as well as with local government.
• Provision
  of psychosocial services to traumatized children and women refugee
  camps
• Build
  and manage relationships and work with the Advocacy & Rights groups,
  NGOs, and relevant government sector offices at district, region and
  national level.
• Support
  the emergency response team leaders in developing and supervising
  emergency program staff activities in relation to child protection,
  and regularly monitor and evaluate their progress.
• Actively
  participate in monitoring, review, RTE process
• Maintain
  awareness of the operating context and ensure that programs adhere to Do
  No Harm principles, remain conflict sensitive and non-biased, and
  develop strategies to address gender and disability discrimination.
• The
  jobholder will represent Oxfam gender & protection issues, identifying
  opportunities to advocate Oxfam’s position on the rights of the children
  and women through exchange of information, negotiation and
  lobbying.
• Prepare
  and submit high quality and timely reports

• The ideal candidate for the Oxfam Gender
  & Protection Officer job placement must hold a University Degree in Development Studies, Social Sciences, Social
  Work or relevant field
• A
  minimum of four to seven years’ experience in an INGO environment,
  including experience directing and implementing programs for children
  & women in emergency
• Specific
  experience in setting up and running community based gender and child
  protection programming.
• Broad
  knowledge and understanding of gender and child protection issues
  and sufficient field experience in similar settings to design and
  implement innovative, appropriate solutions with a focus on program
  delivery and capacity building in complex emergency situations.
• Ability
  to analyse information, evaluate options and to think and plan
  strategically
• Ability
  and commitment to work effectively with people of diverse backgrounds and
  under difficult and challenging environments.
• Excellent
  interpersonal communication and presentation skills.
• Fluency
  in written and spoken English.
• Show
  commitment to and understanding of Oxfam’s aims, values and principles
  including rights-based approaches.
