About Project:
Oxfam is implementing a humanitarian response to address the
humanitarian needs of South Sudanese refugees hosted in West Nile sub-region.
Oxfam’s areas of intervention include WASH, Emergency Food security and
vulnerable livelihoods (EFSVL), Gender and Protection. Oxfam works with local
partners as a strategy for building humanitarian preparedness and response capacity
within the organisations.
Key Duties and
Responsibilities:  
  • Conduct
    technical assessments, design, and implement water and sanitation projects
    that are socially acceptable, environmental friendly, and economically viable.
    This will be done especially taking in the broader perspective of Public
    Health work in emergencies.
  • Coordinate
    other WASH sector actors in designing, implementing and reporting Hygiene
    Promotion activities
  • Ensure
    hat the construction of emergency water systems, using surface
    water and possibly ground water, follows technical designs. Problem
    solving and adapting design in consultation with the HM as required and
    that most appropriate forms of sanitation systems are implemented, in
    consultation with the beneficiaries
  • Work
    closely with the Public Health Promotion Team throughout the planning,
    design and implementation stages of the WASH Programme. Hygiene promotion
    is a vital element of such public health engineering programmes
  • Actively
    contribute towards planning and proposal writing in order to
    provide clear objectives and establish indicators for monitoring and
    evaluating the programme
  • Coordinate
    with other key actors including local authorities and NGOs to ensure
    Oxfam’s views and approaches are in harmony with other key players
    in the public health sector.
  • The
    incumbent will report regularly, verbally and in writing to the HPM and to
    represent Oxfam to other NGO’s, agencies and Government authorities where
    requested.
  • Ensure
    that all programmes take gender issues fully into account. This
    includes the introduction of mechanisms to enable women and men to
    participate in decision making around public health engineering issues.
  • Ensure
    that work aims to meet Minimum Standards and adheres to Oxfam’s emergency
    guidelines and protocols.
  • The
    jobholder will also enhance the WASH capacity of selected humanitarian
    partners in the West-Nile region to respond to this current refugee crisis
    or to the potential future refugee crisis and to increase the resilience
    of the host communities;
  • Support
    Public Health Promotion technical coordination and relations with
    district, OPM, UNHCR, UNICEF and other stakeholders in WASH
  • Ensure
    appropriate hygiene promotion sub-sector representation of Oxfam to
    Government and partners ensuring that the influencing role is kept
    high. Advocate for quality and effective humanitarian aid/assistance to
    affected communities
Qualifications, Skills and
Experience:
  • The ideal candidate for the Oxfam Public
    Health Promotion (PHP) Team Lead job placement must hold a Bachelor’s Degree in Public health, Social
    Sciences, Community Psychology, Environmental health
  • A
    minimum of three years of practical experience in appropriate
    community health and environmental or emergency refugee programmes.
  • At
    least two years practical experience in community mobilization and
    organisation and appropriate community health and sanitation programmes.
    (Practical experience of hygiene promotion is essential).
  • Broad
    knowledge and understanding of the health and hygiene risks of those
    affected or at risk of contracting Cholera and urban communities and of
    appropriate ways of tackling them. Must be aware of and sensitive to the
    particular needs of women in this context.
  • Sympathy
    with the aims and objectives of Oxfam and commitment to humanitarian
    principles and action.
  • Working
    knowledge of the NGO/Red Cross Code of Conduct, the People in Aid Code,
    Oxfam International procedures and other regulatory codes/protocols
    (e.g. Sphere Minimum Standards and InterAction Field Co-operation
    Protocol).
  • Highly
    analytical skills and ability to think strategically, including the
    ability to think beyond the local programme context and to act within a regional
    framework.
  • Personnel
    management skills, diplomacy, tact and negotiating skills.
  • Sensitivity
    to cultural differences, ability to work in a wide variety of cultural
    contexts, commitment to equal opportunity and gender policies.
