Job Summary: The Education
in Emergency Specialist will provide technical leadership, management and
support to the education team in scaling up and coordinating the Integrated
Early Childhood Care and Development (IECCD) and Education in emergency ( EiE)
response interventions to the South Sudan Refugees in West Nile districts in
Northern Uganda. The incumbent will be w
orking closely with project stakeholders (school levels, local
government, NGO partners, and communities) to ensure timely and efficient implementation of all the project
activities in a bid to contribute to: Increase enrollment and retention of
children, especially girls and marginalised children in primary schools;
Improved quality of education, responsive to the specific needs of marginalised
children, especially girls and Improved, locally accountable community-based,
gender-sensitive school management.
Key Duties and
Responsibilities:  
 Scaling-up of Plan
internationals’ EiE & ECCD Interventions and in particular the
establishment of the programme team for EiE& ECCD Implementation:
  • Leads in conducting needs assessments,
    participatory consultations and stocktaking of existing capacities with
    children, teachers and other care providers and stakeholders to establish
    education & ECCD needs of girls 
    and boys to inform the design and delivery of EiE & ECCD in an
    inclusive and gender responsive manner
  • Identifies partnerships with other
    relevant actors to establish, manage and oversee parenting, early
    learning, play, and other ECCD and EiE initiatives.
  • Develops a sound monitoring and evaluation
    framework with appropriate indicators for EiE & ECCD activities to
    facilitate assessment of progress and impact of interventions.
  • Conducts onsite visits, periodical
    reporting, on-going documentation and dissemination of experiences about
    Plan International Uganda’s ECCD interventions
  • Creates and manages a database with
    differentiated information on children, caregivers and other primary
    beneficiaries by age, gender and other aspects related to EiE & ECCD
  • Work in liaison with the resource
    mobilisation department in identification, mobilisation and sourcing of
    financial and other resources to expand / improve Plan international
    Education in Emergency (EiE) & ECCD 
    in emergency interventions
Adequate knowledge, skills and capacity to deliver quality EiE &
ECCD interventions in an emergency context
  • Work in close collaboration with HR
    department & Emergency Risk Manager, Designs and supports the
    recruitment, training, re-training and coaching for ECCD & EiE staff
    and volunteers and other related stakeholders as per ECCD& EiE
    standards, guidelines and regulations.
  • Oversees mobilisation and education and
    capacity building of parents, teachers, community members and other
    stakeholders to get involved and supports delivery of quality EiE &
    ECCD services.
  • Supervises, provides technical guidance
    and regularly evaluates staff and volunteers as per national and
    international EiE & ECCD standards, guidelines and regulations.
  • Promotes regular and participatory peer to
    peer interaction, learning and progress sharing between EiE &ECCD
    staff and volunteers and other relevant actors
  • Organises periodical reviews and
    reflections with EiE & ECCD staff and volunteers to discuss progress
    and address challenges.
Strong network and links established with other key actors and
stakeholders involved in ECCD & EiE related interventions and overall
emergency response.
  • Organises, contributes and/or participates
    in inter-sectoral working groups, forums, meetings or other initiatives
    within this emergency response
  • Orients and provides guidance to all the
    EiE and ECCD staff and volunteers to integrate ECCD initiatives with other
    sectors
  • Actively promotes co-facilitation, joint
    reviews, co-implementation and sharing of resources with other sectors and
    actors
  • Responsible for ensuring that Plan
    International Uganda’s EiE & ECCD interventions are well represented
    with all stakeholders, the Education Working Group and the overall
    emergency response
Monitoring and Evaluation of EiE & ECCD Intervention: Conducts
onsite visits, periodical reporting, on-going documentation and dissemination
of experiences about Plan InternationalUganda’s EiE & ECCD interventions
Qualifications, Skills and
Experience:
  • The ideal candidate for the Plan
    International Education in Emergency Specialist job opportunity should
    hold a Bachelor’s Degree in Education; Development Studies/ Social
    Sciences  with wide demonstrated
    relevant experience will be considered
  • At least five years of professional
    humanitarian experience implementing education activities in primary
    schools and three years of managing implementation of ECCD in the refugee
    contexts.      
  • Significant exposure and experience of
    Education Sector coordination in emergencies context and experience in
    community development or with INGO.
  • Demonstrated skills, experience, and
    knowledge of Education in Emergencies, 
    with   particular attention
    to gender responsive learning and capacity building
  • Broad knowledge and understanding of the Humanitarian
    Programme Cycle, including experience with Humanitarian Response Planning
    and/or Humanitarian Needs
  • Previous experience in managing projects,
    including project design, monitoring and evaluation (i.e. preparation of
    documents and reports for external dissemination).
  • Experience of and demonstrated ability to
    effectively network with a diverse range of organizations and relevant
    government departments at the district level
  • Previous experience of applying relevant
    interagency humanitarian frameworks and standards in education & ECCD
    in emergencies (for example INEE Minimum Standards)
  • Excellent writing, facilitation, and
    organisational skills. Prior demonstrated results within the UN system or
    INGO is an asset.
  • Demonstrated empathy and positive attitude
    towards children affected by crisis, their caregivers, and other
    stakeholders;
  • Politically and culturally sensitive with
    qualities of patience, tact and diplomacy
  • Proven ability to work and represent views
    across different stakeholders taking part in the Education working group
    coordination meetings at local and national levels.
  • Broad knowledge and understanding of
    opportunities to provide integrated or cross-cutting humanitarian
    interventions with other sectors.
  • Excellent communication skills command of
    the English language including ability to facilitate groups meetings.
  • Strong drive for results and ensuring
    timely delivery of quality products.
  • Knowledge on tackling Inequality and
    exclusion
  • Computer literacy skills i.e. good working
    knowledge of Microsoft office programs including MS Excel, MS Word and MS
    Power Point.
  • Strong team management, staff capacity
    building and motivation skills in teamwork and networking.
  • Good communication skills (written and
    oral).
  • Excellent skills in donor report writing
    and communication
  • Excellent negotiation and influencing
    skills in multi-cultural contexts
  • Demonstrated ability to manage project
    finance and generate financial reports using excel
