• Work closely with health programs to spearhead
  quantification and forecasting (Q&F) for health-related products.
• Carry the responsibility within the FCU
  for the Q&F.
• Keenly monitor and update stock,
  consumption/distribution and pipeline information related to Grant
  implementation.
• The jobholder will also represent FCU in
  the QPU working group, promote the functioning of the same and disseminate
  data to all partners.
• Develop, implement and update procurement
  plans for Grant health and non-health commodities including costing,
  reporting, scheduling for GFATM approval and internal follow up of
  procurement and contracting activities.
• Ensure timely and accurate preparation of
  annual procurement plans, including establishment of deadlines, and
  monitoring of their implementation. Review specifications and terms of
  reference to ensure completeness, accuracy and compliance with quality
  standards.
• Ensure proper tendering and bidding
  procedures, including submissions to the Contracts Committee and the QPU
  on Procurement, when needed.
• The incumbent will also solicit and
  evaluate Grant related tenders to ensure overall competitiveness, quality
  and conformity to specified requirements.
• Ensure compliance with Global Fund Grant
  procurement guidelines.
• Prepare (and/or update) and submit a
  Quality Assurance Plan for Global Fund health commodities.
• Ensure implementation of all QAP
  activities.
• Ensure that procured health products
  comply with international and national standards.
• The jobholder will also coordinate warehousing
  and storage of products
• Coordinate timely delivery of goods and
  services.
• Handle claims and claims statistics
  related to SRs
• Oversee correct in and outstanding,
  storage and inventory procedures.
• Oversee the correctness of data in the
  warehouse inventory system.
• Ensure management of assets procured under
  Global Fund grants.
• Prepare and update the Grant related PSM
  risk management plan and ensures its implementation
• Ensure Sub Recipient contract related
  activities as capacity assessment, procurement process, evaluation of the
  proposals, develops contract conditions and ensures contract management,
  supervises PSM related reporting and evaluates contract performance in
  collaboration with FCU M&E team.
• Provide information and communicates with
  FCU Coordinator on GF and PSM related issues and provide data for
  communication with the Global Fund Secretariat.
• Work in close collaboration with the
  finance manager, oversee Grant financial flows related to procurement.
  Ensure reconciliation between inventory and accounting system data.
• Prepare Grant PSM overall and annual
  budgets as well as specific sub programme budgets
• Monitor PSM plan annual and overall budget
  and expenditure
• Ensure communication with LFA and other
  Global Fund entities and ensures responses and clarification
• Ensure correct and timely payment for
  logistics services in close collaboration with the FCU’s Finance Unit.
• Identify areas for capacity development in
  the area of PSM
• Disseminate best procurement and supply
  management practices on local level
• Customize and develop procurement-related
  training material to contribute to capacity building
• Share experience/ best practices with
  national team and eventually on the procurement network
• Perform other duties assigned by the
  supervisor

• The ideal candidate for the Global Fund
  Health Procurement Supply Management Specialist job opportunity must hold
  a qualification in procurement and supply chain management at degree or
  professional level
• Hold a master’s degree in Business,
  Pharmaceutical, Economics, Public Administration or any development
  related field and/or a degree in procurement
• Pharmaceutical and/or supply chain
  background is essential
• Membership with Procurement and supply
  chain management professional bodies like IPPU will be added advantage
• At least five years of professional
  experience, which includes two years of international experience in
  pharmaceutical supply chain management, preferably in developing
  countries;
• Prior procurement and supply chain experience
  in the frame work of Global Fund grants
• Ability to work under pressure and handle
  multiple concurrent activities;
• Strong IT skills;
• Design and management of evaluation
  processes
• Skills and understanding of survey design
  and implementation
• Skills and understanding of gender
  considerations
• Skills and understanding of Results Based
  Management (RBM) principles
• Skills and understanding of logic
  modelling/logical framework analysis
• Skills and understanding of Real-time,
  utilization-focused, joint, summative and formative evaluation
• Good quantitative and qualitative data
  collection and analysis skills
• Knowledgeable in participatory approaches.
