Job Summary: The Hygiene
Promotion Team Leader will take lead on assessments together with the Water and
Sanitation Team Leader, line manage one to two Hygiene Promotion Officers,
train them as necessary and manage the day to day processes and organization of
CRS Hygiene Promotion activities as part of the Yumbe emergency response.

Key Duties and
Responsibilities:
Responsibilities:
- Ensure that Hygiene Promotion Officers
(HPO’s) and Community Hygiene Promotion Teams (CHP’s) promotes safe WASH
practices including use and maintenance of WASH facilities and services. - Ensure the effective coordination and
integration of Hygiene Promotion activities with Water & Sanitation
Activities and any other cross-cutting activities within the project and
ensure CHP’s are trained and formed by HPO’S. - Coordinate all hygiene promotion
activities with Water & Sanitation Team Leader - Work in liaison with the Water &
Sanitation Team Leader lead and provide support on assessments of WASH and
Public health situation of settlement camp and communities in defined
geographical area. - Work in close coordination with the Water
and Sanitation Team Leader, come up with baseline analysis of key public
health issues with key recommendations to problems identified. This
includes design of KAP survey methodologies. - Based on the needs assessment and WASH
strategy and program objectives set by the HRD WASH TA, support the
emergency program coordinator in designing and initiating the public
health program including any additional emergency preparedness and
response - Work in liaison with Water &
Sanitation TL, ensure that program implementation activities are within
the parameters of the hygiene promotion needs. This will involve
supporting to Water and Sanitation Team in identifying appropriate designs
for implementation; review and strengthen of refugee WASH Committees,
water and sanitation committees and identifying training needs to empower
these structures - The Hygiene Promotion Team Leader will
monitor the effectiveness of hygiene promotional activities (including
WASH related diseases) and the continuing humanitarian needs. - Develop together with the Water and
Sanitation Team Leader a hygiene promotion plan and manage others in the
effective monitoring and reporting WASH and health indicators. - Keenly analyze and make the links between
the Water and Sanitation engineering, and hygiene promotion team, and to
make recommendations for actions which are consistent with CRS policies
and WASH emergency policies set by the WASH Settlement Coordination Body. - As necessary, lead on recruitment,
training and supervision of HP staff and CHP volunteers. This will involve
writing work schedules, training plans but more importantly ensuring that
performance objectives are set and appraisals carried out for all HP staff - Take lead in the selection of the
composition of WASH NFI kits for distribution with the WASH team - Ensure that Post Distribution Monitoring
systems are in place with clear feedback and complaint mechanism in place. - Ensure that requisitions are raised in a
timely manner and follow up with logistics on procurement and delivery of
materials. - Regularly monitor budget and ensure
cost-effectiveness of program delivery - Ensure that all members of the community,
women, men, children and PWD are involved in all aspects of the program implementation
from planning to evaluation and systems are in place for proper
accountability including setting up feedback and complaints mechanisms. - Ensure that all work is carried out in a
way that is sensitive to community needs and gender issues, promote the
full and equal participation of women in all aspects of the work and to
ensure that CRS response is in line with the needs of the affected people. - Ensure that hygiene promotion activities
meet Minimum Standards and adheres to CRS emergency guidelines and
protocols - Ensure that integrated approach to program
implementation is considered within the Hygiene promotion activities - Ensure that gender, protection, the
environment and other important cross-cutting concerns are considered in
program design, implementation, and reporting; ensure that activities
reflect the needs of specific groups and individual’s e.g. elderly people,
children and people with disabilities.

Experience:
- The ideal candidate for the Catholic
Relief Services (CRS) Hygiene Promotion Team Leader job opportunity should
a Bachelor’s Degree in relevant Public Health discipline from a recognized
academic institution. Appropriate relevant and comprehensive experience in
the field of WASH, especially in emergency settings. - Previous experience in Hygiene/Health
Promotion with NGO’s may substitute for the formal qualifications but not
vice-versa - Demonstrated ability and experience in
planning and implementing WASH Program (both in emergency response /
recovery and long term development) – At least three years preferably in
Uganda refugee settlement is an added advantage. - Proven technical skills
- Proven experience of managing staff
- Prior experience of project cycle
management - Proven experience of mentoring and
capacity building of team / partners including training facilitation
skills - Excellent interpersonal and team skills
and proven ability to be flexible in demanding situation - Assessment, analytical and planning skills
- Communicates strategically under pressure
- Manages stress and complexity
- Actively promotes safety and security
- Good organizational skills and ability to
manage multiple tasks simultaneously. - Excellent verbal and written English
communication skills as well as local languages. - Excellent interpersonal communication
skills. - Proficient in the use of AutoCAD and MS
Office programs. - Ability to work independently and
creatively. - High degree of enthusiasm in working as a
member of a team and willingness to learn. - Ability to embrace the challenge of
working under pressure - A capacity and desire to pass on skills
and information, a confident communicator and willing to work in a
collaborative and respectful way with the beneficiaries. - Working knowledge of and commitment to
humanitarian principles (NGO / Red cross code of conduct) and with Sphere
humanitarian charter and minimum standards - Fluent English language (speaking and
writing) and knowledge of the local language in Yumbe district, Arabic is
an added advantage. - Excellent knowledge about importance of
integrated approach in engineering, livelihood, shelter and protection) in
emergency context. - Previous exposure and experience of
working with local partners including local authorities’/settlement
leadership - Significant experience in gender analysis
and integrating gender & diversity into programme - Flexibility and ability to work under
pressure and meeting deadlines in changing situations - Experience of working effectively within a
big international agency (I/NGOs) - Willingness to be based in Yumbe
