About US:
The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) is an
International Partnership that provides grants to lower income countries with
high HIV, Malaria and Tuberculosis disease burden. The Fund also supports
health service delivery through grants that are dedicated to health and
community systems strengthening. These resources are additional to and not a
replacement for financing to the health sector from recipient Governments.
Recipient Countries are required to demonstrate transparency, traceability,
attribution and efficient accountability of the resources.

Job Summary: The Monitoring
& Evaluation Specialist is mainly responsible for providing day-to-day
M&E technical assistance to the department in implementation and monitoring
the quality of the grant, Health Sector Development Plan and the department’s
activities. In accordance with the guidance from the sector M&E
requirements, the M&E Specialist will play a pivotal role in ensuring that
the M&E and QA activities are well documented and reported in a
results-based manner. The M&E Specialist will work closely with other
program M&E units, the Regional Performance Monitoring Teams (RPMTs), and
District Health Officers to ensure M&E requirements are fulfilled and the
M&E Frameworks are reported on time with quality checks. The jobholder will support the Department to coordinate the
Supervision, Monitoring, Evaluation and Research Technical Working group (SMER
TWG) to improve its effectiveness. The M&E Specialist will also provide
support for the capacity building of staff and partners in relation to sector
M&E, and facilitate knowledge building and knowledge sharing. He or she
will work in close consultation with Pharmacy Division, Resource Centre and
Global Fund Coordination Unit (FCU) collaborating and coordinating with all
other technical staffs at the Ministry of Health, partnership/ Technical
Working Groups, regional and district/Sub District level.

databases with pertinent program data and reports, evaluations, etc.

frame focusing on the achievement of the following results:

- Ensure timely preparation of the
departmental M&E annual work plans in line with health sector planning
processes in collaboration with Program and Project M&E Specialists.
Ensure that activities are clearly defined, including indicative
activities, tasks and sub-tasks as well as deliverables for each activity
to enable effective and efficient monitoring. - Continuous monitoring, review of
programs and make field visits together to conduct qualitative and
quantitative checks to obtain feedback. - Collaborate with QAD, Ministry of Health
RC and program M&E units in the data entry, analysis and preparation
of progress reports at national level and recommend corrective action, if
any, to streamline the process. - Timely submission of required reports by
other program M&E units at the Ministry.
Support and work with other program M&E specialists in
collaboration with other partners such as Academia, WHO, Uganda National Health
Research Organization (UNHRO) to conduct M&E related studies or surveys
including;

Ensure oversight and periodic evaluation of programs and interventions

Support efforts to strengthen the national HMIS and M&E system and
ensure coordinated and government owned M&E under the national, sector and
program M&E plan:

- Actively participate in development and
dissemination of sector M&E Plans. - Participate in develop of the sector
operational research agenda. - Support supervision and guidance of the
RPMTs. - Training and other capacity development
initiatives to strengthen program and district capacity in results-based
management and M&E. - Establish and maintain regular dialogue
with key national partners involved in HMIS, M&E including surveys and
health facility assessments. - Provides guidance to program counterparts
and other stakeholders on M&E of national and sector policies and
strategies.

Qualifications, Skills and
Experience:

- The ideal candidate for the Global Fund
Health Monitoring & Evaluation Specialist job opportunity must hold a
Master’s Degree or equivalent of Public health. - Possession of a post graduate qualification
in M&E is a MUST. - A minimum of five years of professional
experience in M&E at national level in the development field. - Computer literacy skills i.e. proficiency
in the use of statistical package (knowledge of MS Excel/Access, EPI Info
and data analysis packages). - Demonstrate a deep understanding of the
dynamics of the functioning of the decentralized health service delivery
system; the effects of day to day decisions on the functionality of the
health systems at all levels, as well as use of system approaches in
“causality and attribution” of performance situations. - Previous experience in results-based
programme management and complex level M&E frameworks. - Prior experience in supporting capacity
development or utilization of national HMIS systems, including surveys. - A good mastery of the 12 components of a
functioning M&E System. - A good mastery of managing for results,
mentoring and coaching.
