About ECHO Programme:
CARE Uganda will work in partnership with Oxfam International in Uganda on an emergency program funded by ECHO, a one-year programme whose main objective is to save lives, reduce suffering, promote human dignity and increase resilience of refugees and host communities, in particular women, girls and boys, in the Bidibidi settlement in Yumbe district and Imvepi and Rhino Camp settlements in Arua district. It will also aim to reduce vulnerability of refugees by tackling social exclusion through its use of participatory and empowering approaches. As a result, the most marginalized members of the society, particularly vulnerable women and female headed households, are able to benefit from the programme. The emergency programme will be using a rights based approach and will strengthen women’s ability to exercise their rights in a community. The project will work in the districts of Arua and Yumbe.

Job Summary: The Protection
Specialist will ensure that the programme enhances Social Protection /Support
(PSS & SGBV) wellbeing for people affected during and after the conflict,
especially those that are vulnerable or experiencing   stigmatization and rejection. The Protection Specialist will steer
the provision of an overview of the vulnerability gaps and needs for the
various impact populations in the program area and contribute to the design,
development and operationalisation of social safety nets, social support, and
protection for the impact population. Together with the SGBV component
specialist, the post holder will offer direct and general support to partners-
in the areas of institutional strengthening/capacity building, planning,
reporting, implementing, monitoring and evaluating Social         Protection /Support (PSS &SGBV)
strategies and activities in the programme.
Qualifications, Skills and
Experience:
  • The applicant for the CARE International
    Protection Specialist job placement must hold a post graduate/advanced
    qualification in a development field / Psychology, Social Work,
    behavioural Sciences or undergraduate degree with a combination of
    multiple years of experience in the field of development
  • A minimum of five to seven years of
    experience working in Social Support (PSS &      SGBV) programs with direct contact to beneficiaries
  • Broad knowledge and understanding of the
    IASC Guidelines on Mental Health and Social Support (PSS & SGBV)
  • Support in Emergency Settings
  • Previous experience of supporting and
    supervising others in developing programmes that promote gender
    mainstreaming, psychosocial support, SGBV interventions, peace building in
    a refugee context
  • Previous exposure and experience training
    others in Social Support is desired.
