The Infectious Diseases Institute (IDI) is an international non-profit
organization which is a partnership of infectious diseases and public health
specialists. The overall objective of the IDI is to strengthen health systems
with strong emphasis on Infectious Diseases, through Research and Capacity
Development. IDI has five operational areas through which it works to achieve
its mission: Prevention, Care and Treatment; Training, Research and Laboratory
services (provided through a partnership with the Makerere University – John
Hopkins University Core Lab) and Outreach.
About Project:
IDI is implementing comprehensive HIV/AIDS services in the mid-western
Uganda Districts of Kiboga, Kibaale, Kagadi, Kakumiro, Kyankwanzi, Hoima,
Masindi, Buliisa and Kiryandongo.
Job Summary:  The Quality Assurance Officer will offer
technical support to the project in the area of clinical and laboratory quality
improvement and assurance. The incumbent will support activities which evaluate
and document quality improvement and compliance with local and international
standards of services.
Key Duties and Responsibilities:  
  • Provide
    technical oversight for quality improvement and assurance plans at all
    levels including district health offices.
  • Work
    closely with the Districts, Ministry of Health and other stakeholders to
    continuously document and improve implementation of quality improvement
    and assurance processes for People Living with HIV in line with MoH
    standards.
  • Assist
    in conducting capacity building and technical assistance
    initiatives for quality improvement and assurance. He/she will also
    coordinate trainings and on site mentorships on quality improvement and
    assurance.
  • Identify
    primary service delivery indicators and outcome measures to
    evaluate effectiveness of applied standards.
  • Keenly
    review quality improvement findings, and formulate recommendations to
    improve the quality of local standards of care.
  • Guide
    quality improvement and assurance team meetings
  • Mentor
    technical support teams (TSTs) and district health teams to
    integrate quality improvement and assurance within the health care
    services for people living with HIV across supported districts.
  • Support
    the DHTs and health facilities to generate standard operating procedures
    for facility processes. He/she will support the districts to achieve the
    required standards for both site and above site level activities.
  • Support
    data use at the districts to inform planning and activity implementation
    at the districts.
  • Support
    and participate in technical support supervision by the district, MoH or
    regional performance teams for Health facilities in the district.
  • Prepare
    and send the required reports in regard to quality improvement and
    assurance
  • Perform
    any other duties as may reasonably be assigned from time to time.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Infectious
    Diseases Institute (IDI) Quality Assurance Officer employment opportunity
    should preferably hold a Bachelor’s
    degree in Medicine and Surgery
  • A
    minimum of two years’ experience providing QA support in a busy health
    care setting
  • Possession
    of a post graduate training in Public Health is an added advantage
  • Specialized
    training in HIV/AIDS
  • Active
    Registration with the Uganda Medical and Dental Practitioners
    Council required
  • Previous exposure and experience in
    implementing quality improvement and assurance in HIV/AIDS health care.
  • Excellent communication and interpersonal
    skills.
  • Comprehensive knowledge and experience in
    clinical HIV/AIDS with emphasis on planning and implementation of quality
    assurance in public health care settings.
  • Good working knowledge of HIV/AIDS public
    health programs, strategies, methods, processes and techniques used to
    plan, develop, implement and evaluate results related to quality
    improvement.
  • Broad knowledge of US Government
    programming policies and regulations, procedures and practices.
  • Ability to understand public health
    systems and willingness to develop and link the project to existing
    quality assurance mechanisms and implementing partners.
