African humanitarian and development organization that positively contributes
towards improving the living standards and conditions of those adversely
affected by disasters and conflict in the Horn, East & Central Africa by
implementing WASH, Health, Education, Livelihoods, Community service &
development and Protection programs in the region for a period of more than 20
years.
Job Summary: The Head of
Finance will oversee the finance, and administration units of HIJRA’s
operations in Uganda, Kenya and Somalia.
Key Duties and Responsibilities:  
Finance:
  • The Head of Finance will assist the
    Country Director/s and the Senior Management Team of HIJRA in liaising
    with donors and government officials, especially as relates to issues of
    audit and compliance.
  • The Head of Finance will manage the finance
    and administration department for the entire country (s) operation,
    including finance, administration, logistic, procurement, security and
    human resource management in the country office and the field offices, by
    providing technical support to all of the areas under the Head of
    Finance’s supervision, specifically finance, administration and human
    resources,
  • Work to build the capacity of finance,
    administrative and logistic staff members throughout the HIJRA operation
    through frequent in-service training sessions and mentoring support.
  • Supervision, audits and controlling and
    implementation of corrective actions related to the HIJRA standards for
    operations. This includes, among other things, supervision of all
    financial reporting and financial procedures, including the monthly
    schedule for financial reporting, donor reporting and audits, cash flow
    and liquidity management, legal framework and reporting relations to
    national authorities.
  • Ensure that all administrative and
    legal-related systems are accurate and maintained. The existence and
    maintenance of an accurate and timely Management Information System. This
    includes, among other things, overall planning, budget and control of
    expenditures for shared operational costs, but also coordination of budgeting
    and expenditure related to programme implementation.
  • Prepare a risk management plan for the
    country that identifies the major financial and operational risks and
    implement a mitigation strategy.
Grant Management:
  • The incumbent will ensure compliance with
    relevant donor requirements.
  • Ensure that expenditure is properly
    documented, is reasonable, is budgeted for, and conforms to donor
    principles and guidelines.
  • Ensure best use of resources by managing
    the preparation of budgets and monitoring project expenses.
  • Support the Country Director /s  in compliance with Grants terms and
    obligations, fulfilment of anticipated grant supported activities, and
    submission of timely financial reports.
Logistics/Procurement:
  • Provide support in building the capacity
    of field based logistics & procurement staff on policies and
    procedures.
  • Support all staff in understanding
    procurement procedures and formats.
  • Develop framework agreements with
    suppliers.
  • Manage the development of vendor lists and
    supplier registration.
  • Oversee in preparation of procurement
    plans and requests for current grants.
  • Oversee the Logistics & Procurement
    staff’s daily tasks, ensuring that all procurements are carried out in
    line with HIJRA procurement procedures.
  • Ensure the Logistics & Procurement
    team are keeping proper records according to HIJRA guidelines.
  • Oversee in the design and planning of
    storage solutions at field locations, including warehouses as needed.
  • Oversee the tracking and recording of all
    HIJRA assets and inventory according to HIJRA policy and guidelines.
  • Oversee in the disposal of assets as
    needed.
Qualifications, Skills and
Experience: 
  • The applicant must hold a Bachelor of
    Commerce (BCOM) degree with a major in Accounting or Finance
  • Certified Public Accountant Finalist or
    its equivalent
  • A minimum of six years of international
    practical experience in a senior financial/administrative management
    position preferably in an international NGO (preferred but not exclusive).
  • Significant experience in managing large
    budgets.
  • Previous experience in working with
    national partners, local/government authorities
  • Full proficiency in spoken and written
    English,
  • A working experience possibly with a wide
    number of major institutional Donors.
  • Wide experience in the use of computer
    applications; clear understanding on the usage of Navision (ERP) Software,
    and other financial software systems
  • Understanding of risks and related
    relevant controls primarily in the overall grant cycle including program,
    financial and procurement cycles
  • Supervisory skills
  • Excellent presentation and communication
    skills and the ability to interact with people from different cultures.
  • Strong judgmental skills and make ethical
    and moral decisions
  • Capacity building skills
  • Flexibility to travel to programme
    operation areas.
