About USAID SOCY Project:
CRS Uganda is implementing a five year USAID-funded program that will
serve 625,000 orphans and vulnerable children and 101,500 families in 17
districts in Western and Central Uganda. This program is the Sustainable
Outcomes for Children and Youth in Central and Western Uganda (SOCY). CRS leads
a consortium that includes key local implementing partners, Action for
Community Development (ACODEV), African Network for Prevention and Protection
against Child Abuse and Neglect (ANPPCAN), and TPO Uganda. International
implementing and resource partners include Palladium, the Institute of
Reproductive Health (IRH), Center for Creative Leadership (CCL) and Living
Goods. The program will improve outcomes for vulnerable children and youth by
strengthening the system that surrounds them. Caregivers will have greater
economic opportunities to increase their resilience and therefore be less
susceptible to shocks; local government structures and CSOs will be
strengthened to provide services targeting the diverse needs of vulnerable
children; and health and social service agencies will strengthen their
coordination and referral systems to provide integrated care along the
continuum of response.

Job Summary: The Capacity
Building and Partnership Manager will be responsible for planning,
coordination, implementation, monitoring and reporting of SOCY partnership and
capacity strengthening program/activities.

Program Planning and Management:
- Work
in liaison with relevant CRS and partner staff to ensure that partnership
and capacity strengthening activities are adequately planned and managed. - Ensure
all assessments are coordinated and carried out in a timely manner and
result in development of partner and capacity strengthening action plans. - Ensure
to have a follow up mechanism in place to monitor and measure the progress
of capacity strengthening plans and achievements. - Proactively
seek out advice, support and any other technical assistance required by
partners to ensure timely compliance and effective implementation of
capacity strengthening plans. - Ensure
the proper maintenance of all records and documents relating to
partnership and capacity strengthening in the designated locations (One
Drive, Gateway). - Work
in liaison with Grants and Compliance Unit and establish a timeline to
ensure partners submit their financial requests and liquidation
reports on time and relevant staff in CRS review and process liquidations
and disbursements of project funds on time. - Work
closely with Senior Program Manager and establish a timeline to ensure
partners submit their activity reports on time and relevant staff
in CRS review and provide feedback to partners on time. - Periodic
review of collaboration activities and reporting systems in place to
ensure these foster program activities and recommend for improvements - Work
closely with Grants and Compliance Unit to ensure timely dissemination of
updates on grant requirements and compliance
Communication and Relationship Management:
- Ensure
effective and appropriate communication with partners in relation
to partnership and capacity strengthening. - Send
periodic updates to CRS and partners at all levels on assessments, action
plans, and achievements, as well training and technical support provided
to partners in terms of partnership and capacity strengthening. - Ensure
CRS and partners maintain strong and healthy relationship. - Identify
any gaps in communication and partner relationships and share with
relevant staff and ensure corrective measures are taken in a timely
manner.
Capacity Strengthening:
- Actively
participate and support partners in SRFMP and HOCAI assessments, partnership
scorecard application, monitoring and audits, and overall program reviews
and evaluations as appropriate. - Closely
follow up with CRS and partners on the implementation of ICIPs and
capacity strengthening plans developed by or jointly with partners. - Work
in close collaboration with partners, design and implement effective work
plans that allow for timely implementation and progress review of all
capacity strengthening plans. - Offer
technical support to partners in implementing capacity strengthening
plans. - Provide
or work with relevant staff to provide training to partners in applying
tools (SRFMP, HOCAI, partnership scorecard), implementing plans,
establishing/strengthening systems, policies and procedures in areas
identified as per assessments. - Work
in liaison with Senior Grants and Compliance Manager to ensure partners
are trained in and knowledgeable of all donor requirements and deadlines. - Work
with Senior Program Manager to ensure partners receive the
necessary technical support and training (if needed) to implement the
program effectively.

opportunity must hold a University degree in project management,
organizational development or related fields. Master’s degree
preferred. - A
minimum of five years’ experience working for international organization. - Significant
experience with institutional strengthening and partnership building. - Possess
the ability to work effectively both independently and or in a team
environment. - Excellent
interpersonal skill. - Strong
planning and coordination skills. - Excellent
analytical and problem solving skills. - Excellent
computer, verbal and written communication skills. - Ability
to work under pressure to tight reporting deadlines. - Ability
