Job Summary: The Programme
Manager – Health will oversee the strategic development, implementation and
successful delivery of the Health Programme; in order to optimise VSOs
contribution towards improving maternal, newborn and adolescent sexual and
reproductive health outcomes in Uganda.

Health Programme Development and Delivery:
- Take lead in the development and delivery
of the VSO Uganda Health programme strategy and signature package. Ensure cross cutting themes (gender,
inclusion and climate change) are included as well as integration with
other thematic areas (livelihoods, education and governance). - Regularly analyse and understand the
health development context and needs, key stakeholders and strategic
partners. - By applying the VSO people first principles
ensure staff, volunteers, partners and primary actors are engaged in
development, planning and review processes - Ensure effective, high-quality, and timely
health projects in compliance with VSO procedures, donor and government
regulations; deliver against
timeframes and output and outcome targets/ objectives within the programme
strategy and project plans - Ensure narrative and financial reporting
within agreed deadlines is in place and up-to-date as per VSO guidelines
and donor requirements.
Programme Funding: Proactively identify health funding
opportunities and partners. Work with HoP, Regional Funding Adviser and Country
Director to develop concepts and proposals.

Budgeting and Forecasting:
- Develop realistic project plans and
budgets, ensuring compliance with donor requirements and that resources
(volunteers, staff and funding) are allocated appropriately and achieve
value for money. Including full participation in the annual budget
process. - Maintain and regularly review financial
plans/budgets to deliver programme/project objectives; ensure effective
grants management and expenditure within agreed budgets; identify any
areas of variance and communicated to HOP (project team and partners) with
suggested corrective actions; - Ensure VSO’s financial and procurement
requirements are adhered to by project team and partners.
Monitoring and Evaluation:
- Work in liaison with the M&E
Coordinator lead the design and delivery of appropriate M&E mechanisms
to measure, document and disseminate progress, good practices and impact
in health programme. - Producing good quality communications
materials from VSOs Health work; providing early warnings were performance
is below target; and that reporting is in line with VSO and donor
requirements. - Ensure monthly progress, quarterly review
meetings and monitoring visits are conducted to ensure implementation is
on track according activity plans and targets in log frames; - Ensure activity and monthly reports are
submitted by staff, volunteers and partners; reports are reviewed with
feedback provided. - Facilitate a culture of learning and
knowledge sharing between staff, volunteers and partners.
Partnership Development and Management:
- Build and maintain good networks and
relationships with key stakeholders and partners. - Build and support networks between key
stakeholders (donors, other agencies, volunteers, partners etc) to
strengthen programme impact; ensure application of VSO people first
principles in the partnerships. - Conduct quarterly support supervision
visits to Health partners and volunteers to support the partnerships,
ensure quality standards and mitigate risk; provide on the job coaching
and support as needed. - Represent VSO and develop effective
working relationships with district and national governments, and at
internal and external events and meetings.
Volunteer Management and Support:
- Work closely with the programme support
team to induct, orient and provide on-going support to volunteers. - Engage volunteers in planning and review
processes, supporting them to identify linkages between their work and
delivery of VSOs goals.
Line Management:
- Manage, coach and motivate a high
performing health team within the performance management framework
ensuring application of VSO people first principles. Conduct monthly 1-2-1 meetings with
direct reports.
Other Duties: Deputise
for the HoP or other colleagues as required. Fulfil other appropriate level
responsibilities as defined by the HoP from time to time.

Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the VSO Programme
Manager – Health job opportunity should hold a relevant degree, such as
Public Health or Social Development studies, with experience and knowledge
of maternal and newborn health and adolescent SRH. - At least five years’ experience in
managing and delivering complex health development programmes and teams. - Proven experience of securing external
funding and grants, including proposal development. - Previous experience in financial
management, including building a budget, monitoring and managing
expenditure. Previous experience of
having compiled financial reports - Broad knowledge, understanding and
experience of project cycle management, organisational assessment,
planning and M&E tools and processes. - Effective verbal and written communication
skills and experience of compiling donor reports. - Leadership and people management skills,
experience of developing, coaching and managing high performing teams. - Strong representation and negotiation
skills – ability to negotiate and maintain relations with external
stakeholders - Ability to develop multiple ideas to solve
an issue or situation and take a swift decision, including in a high risk
situation. - Able to travel and work long hours,
including work away from the home base for up to 30% of time, both within
the country and occasionally internationally and some weekend and evening
work. - Practical experience gained within a
volunteering/NGO context and working within an international team. - Ability to provide effective support to
international and national volunteers. - Experience and knowledge of the country
and region.
