About Us:
The AIDS Support Organization (TASO Uganda) is an organisation
contributing to a process of preventing HIV infection, restoring hope and
improving the quality of Life of persons, families and communities affected by
HIV infection and disease.
About CDC Project:
TASO has received a 5-year CDC-PEPFAR Grant to implement accelerated
HIV/AIDS epidemic control activities through a Health Systems Strengthening
approach in Soroti Region, covering 8 districts of Soroti, Kaberamaido (Cluster
1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Ouster 3). In
addition, TASO will be implementing accelerated HIV/AIDS epidemic control
activities through a Health Systems Strengthening approach in Masaka and
Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health
Sciences Program (RHSP) Consortium funded by PEPFAR through CDC.
Job Summary:  The Cluster Leader: Prevention, Care and
Treatment Project Officer will provide technical support to ensure timely and
quality accelerated HIV/AIDS service delivery in the supported districts. The
incumbent will provide technical support to the district health team (DHT) and
support district- led programming for a decentralized HIV/AIDS response. He/
she will initiate, plan, coordinate and evaluate project activities designed to
enhance capabilities, governance and functionality of DHTs. The job holder will
work very closely with the DHOs Office, health facilities and other
stakeholders. The jobholder will coordinate capacity building efforts to
reinforce competencies of DHTs and HCWs and will be the key liaison between
TASO and the districts in the Cluster areas.
Key Duties and
Responsibilities:  
  • Provide overall leadership, planning,
    organizing and directing for the Cluster team
  • Provide technical guidance to HIV/AIDS/TB
    care and treatment for the key thematic areas provided
  • Ensure that programmatic, financial,
    administrative and logistics support is handled.
  • Offer program, management and technical
    support provided to CBOs.

    Regional program and technical teams
  • Send reports on key activities related to
    HIV/AIDS/TB Prevention, Care and Treatment scale
  • Provide mentorship and coaching activities
  • Consolidate National HIV prevention, care
    and treatment guidelines rolled out
  • Support quality assurance of HIV/AIDS/TB
    services
Qualifications, Skills and
Experience: 
  • The ideal candidate for the CDC Project Cluster
    Leader: Prevention, Care and Treatment Project Officer  job opportunity should hold Bachelor’s
    degree in Medicine
  • Active Registration with the Uganda
    Medical and Dental Practitioners Council is a MUST.
  • Possession of a Master’s degree m Public
    Health or related field will be an added advantage.
  • Specialized training in HIV/AIDS is an
    added advantage.
  • A minimum of three years of HIV/AIDS/TB
    clinical experience.
  • Prior exposure and experience in providing
    Technical Assistance to large scale HIV/AIDS HSS interventions within MoH
    structures and systems.
  • Broad knowledge and experience in HIV/AIDS/
    TB Management
  • Good working knowledge of HIV/AIDS/TB
    programs, strategies, processes and techniques used to plan, develop,
    implement and evaluate results of the HIV/ AIDS prgrams
  • Proven computer skills in MS Office
    Applications and experience in strategic information management is an
    added advantage
  • Excellent written and oral communication
    skills in Local language and English, including report writing.
  • Demonstrated leadership and team-building
    skills.
  • Excellent communication and interpersonal
    skills including the ability to work effectively in a team.
  • Knowledge of USG programming policies and
    regulations, MoH and district procedures and practices.
  • Knowledge of the local language shall be
    an added advantage
  • Ability and willingness to work flexible
    hours as needed and with minimum supervision.
  • Willingness to work in a rural setting
