About Us:
The AIDS Support Organization (TASO Uganda) is an organisation
contributing to a process of preventing HIV infection, restoring hope and
improving the quality of Life of persons, families and communities affected by
HIV infection and disease.
About CDC Project:
TASO has received a 5-year CDC-PEPFAR Grant to implement accelerated
HIV/AIDS epidemic control activities through a Health Systems Strengthening
approach in Soroti Region, covering 8 districts of Soroti, Kaberamaido (Cluster
1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Ouster 3). In
addition, TASO will be implementing accelerated HIV/AIDS epidemic control
activities through a Health Systems Strengthening approach in Masaka and
Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health
Sciences Program (RHSP) Consortium funded by PEPFAR through CDC.
Job Summary: The Maternal,
Newborn and Child Health (MNCH) Advisor will provide strategic and technical
support in the areas of Maternal, neonatal and child Health (MNCH), Elimination
of Mother-to- Child Transmission of HIV/Early Infant Diagnosis (EMTCTI EID),
Nutrition Assessment and Counselling Support (NACS) to the regional and
district level project teams and health facility personnel. The incumbent will also
support the implementation of EMTCT/EID, MNCH and NACS services in fee Cluster
Areas in Soroti Region. S/he will spearhead mentorship and supervise district
frontline health workers in both technical aspects of maternal and child health
(MCH), elimination of mother to did transmission of HIV (EMTCT) and
professional health care delivery. The major roles include coordinating trainings,
providing mentorship, supporting documentation and reporting related to MNCH
and EMTCT.
Key Duties and
Responsibilities:  
  • Responsible for the implementation of
    MNCH, EMTCT/EIO and NACS activities
  • Ensure that the annual work plans in the
    areas of MNCH, EMTCT/EID and NACS Services are developed
  • Provide technical assistance in the
    development and use improvement of MNCH, EMTCT/EID
  • Attend MNCH technical working groups
    attended
  • Regularly monitor activities fo MNCH,
    EMTCT/EID and NACS
  • Send reports to the Prevention, Care and
    Treatment Manager and the programmatic and technical personnel
  • Share best practices and lessons learned
    with key stakeholders
  • Tasked with the integration of MNCH,
    EMTCT/EID and NACS with the other technical areas Early initiation of ANC
    (at least by 12 -14 weeks) by pregnant women through Community
    mobilization promoted.
  • Re-testing for HIV negative pregnant women
    during antenatal, labour and post-natal in line with national guidelines
    promoted
  • Couple/partner HIV/STI testing and
    counseling for all young women promoted
  • Safer sex for discordant couples, dual
    protection; and prioritization for treatment promoted
  • In charge of the provision of STI
    treatment to young women and their partners promoted
  • Ensure that adolescent, friendly Sexual
    Reproductive health services, targeting adolescent girls and young women
    age 10-24 are provided
Qualifications, Skills and
Experience: 
  • The ideal candidate for the CDC Project Maternal,
    Newborn and Child Health (MNCH) Advisor employment opportunity should hold
    a Diploma in Clinical Medicine and Community Health and a Bachelor’s
    degree in Social Work and Social Administration; or a Bachelor’s degree in
    Public Health, Medicine or a related field with Training in elimination of
    mother to child transmission Option B+
  • A minimum of five years’ experience in
    HIV/AIDS programming, preferably with PEPFAR-funded projects.
  • Broad knowledge and understanding of
    maternal and child health
  • Good report writing skills and basic
    knowledge of Microsoft word, Excel and power point packages.
  • Keen attention to detail, especially regarding data accuracy.
  • Good
    team player, management and supervisory skills.
  • Excellent communication skills, including
    making oral presentations
  • Sensitivity of cultural differences and
    understanding of the political and ethical issues surrounding HIV and
    EMTCT services
  • Ability to work with others and maintain
    compatibility among project staff, sub-contractors, consultants and the
    community leadership.
  • Ability to manage projects, set priorities
    and plan for the successful implementation of programs.
  • Ability to work with minimum supervision,
    team player with drive as an initiative
  • Prior program management experience with
    implementation of EMTCT/EID and MNCH program
  • Familiarity with decentralized public
    health
  • Willingness to work in rural settings
