Job Summary: The Regional
MEAL Manager will take the overall responsibility of operationalizing the MEAL
system and SCI MEAL approach in development and emergency programmes.  The post-holder will be expected to lead on
MEAL system implementation including monitoring of program quality, rolling out
accountability initiatives, supporting program evaluations and leading on area
MEAL budgeting. S/he will be expected to supervise the regional MEAL team and
lead MEAL capacity building of programme staff and partners. The job holder may
be called upon as and when necessary to support the emergency team in cases of
humanitarian crisis.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Save the
    Children Regional MEAL Manager job placement should hold a Bachelor’s
    Degree in either Statistics or Development Studies and relevant post
    graduate training in M&E
  • At least five years’ experience in
    developing and implementing monitoring and evaluation strategies,
    including design of systems and tools, data analysis and report writing
  • Good track-record in data tracking and
    evaluation, with the ability to support staff and partners on M&E
    methodology and analyse and disseminate complex information to a range of
    stakeholder audiences;
  • Well-developed research, analytical
    (qualitative and quantitative), documentation and  report-writing and skills, with
    particular competency in participatory research methods;
  • Previous experience of working on large
    scale, complex, multi-sector programmes in both emergency and development
    contexts and developing project based M&E systems for a range of
    different donors
  • Extensive experience in research and
    monitoring and evaluation methodology and analysis (qualitative,
    quantitative, participatory) with in depth knowledge in the design and use
    of monitoring and evaluation techniques and approaches.
  • Significant experience in leading teams
    and building M&E team capacity (developing training tools, training,
    coaching and mentoring)
  • Comprehensive knowledge and understanding
    of development of MIS and data and information management
  • Prior exposure and experience working with
    local partners and District Local Government in Child Rights Governance,
    Health, Nutrition, Education, HIV/AIDS or Child Protection is an added
    advantage.
  • Excellent analytical skills and strategic
    planning abilities.
  • Ability to establish and maintain
    conducive collegial relations and perform effectively as a member of a
    team.
  • Willingness to travel and work in
    hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent
    documentation skills are a must.
  • Highly developed cultural awareness and
    ability to work well in an international environment with people from
    diverse backgrounds and cultures.
  • Ability to intervene with crisis
    management or troubleshooting as necessary.
  • Exceptional interpersonal and
    communication skills including influencing, negotiation and coaching.
  • Excellent time management and planning
    capacity.
  • Availability and willingness to work extra
    hours during times of humanitarian responses.
