from violence and exploitation by fostering a safe environment and encouraging
education, and is supporting farmers and small businesses, and helping
communities promote peace and long-term development.
Job Summary: The Senior Cash
Transfer Officer is tasked with cash-transfer programming, voucher programming,
in-kind distributions or the provision of agricultural inputs in emergency
response and ensuring food security, environmental, energy and livelihoods in a
post emergency contexts. These activities are designed to help people to restore
their economic assets lost during the crisis, People meet basic needs and avoid
negative coping strategies, People are food secure, People generate income and
assets, as well as Women use and control resources and assets. The Senior Cash
Transfer Officer is the primary field-level position for IRC’s Economic
Recovery and Development programme. The UNHCR programme is a 3 to 12 month
multispectral programme to support vulnerable refugee and host community
households to meet their immediate needs and reduce the risks for PSNs. The
Officer will spend most of his/her time in the field, identifying target
communities, establishing relationships with community leaders, overseeing
field-level operations, such as the delivery of materials, registration of beneficiaries,
complaints and payment to beneficiaries. The Senior Cash Transfer Officer is
the central interface between the ERD Manager and the IRC field team,
administrators, vendors and partners. As the program lead, the Senior Officer’s
first responsibility is overseeing the day to day implementation of Cash and
Livelihoods programming for PSN and the Managers who are in the field working
with communities and beneficiaries. The senior officer is expected to travel to
the field frequently for coordination, implementation support, programme
monitoring and field-level decision making.
Key Duties and
Responsibilities:  
Programme Implementation:
  • Apply technical knowledge and skills to
    implement and/or assist in community delivery of program activities
  • Promptly identify and recommend solutions
    to technical issues
  • Keenly monitor progress against programme
    work plan; promptly identifying any current or potential  delays
  • Prepare Purchase Requests for program
    supplies/activities and undertake field procurement as designated and
    authorized
  • Fully comply with IRC safety and security
    procedures and provide input to security monitoring and assessments to
    enable and promote a safe and secure environment for program
    implementation
  • Identify beneficiary communities
Programme Monitoring & Reporting:
  • Ensure all monitoring activities are fully
    documented, including systematic and timely data collection for
    beneficiary questionnaires, regular market monitoring, post-distribution
    surveys, and vendor spot-checks
  • Produce/contribute to IRC and donor
    reports as per set schedules (monthly, quarterly and annually) on grant
    activities, indicators and achievements.
  • Provide support in the collection of data,
    assessments and proposal development for the sector. 
Coordination & Representation:
  • Work collaboratively with IRC supply chain
    and finance staff as required to process Purchase Requests and Payment
    Vouchers
  • As requested undertake/participate in
    liaison, coordination, and information sharing activities with UNHCR, OPM
    and other organizations
  • Other
  • Other duties as assigned by the supervisor
    to enable and develop IRC programs
Qualifications, Skills and
Experience: 
  • The ideal candidate for the IRC Health
    Information Assistant job placement should hold a Bachelor of Arts or
    Science in Social Science, Business Administration, Economics,
    Agriculture, Food Security, Public Health, or related field.
  • At least two to five years’ experience in
    leading teams in a humanitarian context, preferably during an emergency.
  • A minimum of three years of technical
    experience implementing cash transfer, cash for work, or cash voucher
    programs. Additional technical experience in micro-enterprise development,
    agricultural labor market strengthening, and value-chain or market
    analysis highly preferred. 
  • Specialized training in value chain
    development,
  • Business skills or cash programming is an
    added advantage.
  • Previous experience in facilitating
    technical trainings and workshops related to emergency response, food
    security or livelihoods.
  • Proven abilities in managing teams,
    monitoring staff performance, and providing technical support and coaching
    to field teams.
  • Prior experience in developing program
    implementation work plans, data collection and analysis, and program
    reporting
  • Strong ability to organize work, meet
    deadlines, maintain composure, prioritize work under pressure, coordinate
    multiple tasks and maintain attention to detail
  • Excellent interpersonal and
    problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and
    promotes teamwork, comfortable in a multi-cultural environment, flexible
    and able to handle pressure well.
  • Language Skills: Fluency in
    both written and spoken English
