About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary: The IT Officer
will be responsible for all the IT operations of the RHITES-E project including
setting up and maintaining IT systems and providing hardware/ software support
and IT training to staff in person and remotely. She/he is also responsible for
maintaining the systems and for the programmatic implementations.
Key Duties and
Responsibilities:  
  • Provide technical support to physical,
    telephone and email requests from users for all PC hardware, software,
    phone systems and associated peripherals. To redirect or escalate support
    requests to the appropriate member of the IT Support Centre where matters
    cannot be resolved.
  • Work in liaison with the IT team from
    Chapel Hill in managing and maintenance of network infrastructure. This
    will include network monitoring and troubleshooting, structured cabling,
    wireless network management, domain maintenance, network security and
    communication infrastructure management, for example phone system and
    liaising with service providers.
  • The incumbent will manage the help desk
    system and log support calls and document their outcome to facilitate the
    resolution of common queries.
  • Deploy PCs and software (e.g. operating
    systems and other desk top applications) and associated peripherals. This
    includes new installations and the redeployment of existing equipment.
  • Maintain backup systems and ensure all
    laptops, servers, and desktops are backed up.
  • Maintain the existing PCs and peripherals
    to standards determined by the Team Leader, by performing upgrades, new
    installations and carrying out routine procedures.
  • Assure staff IT skills by assessing
    computer skills and preparing and delivering IT training as needed
  • Work in liaison with the IT systems
    officers to remain up-to-date on developments in the IT sector and ensure
    modern application of information technology as a project.
  • Assist in the compilation and maintenance
    of an accurate inventory of hardware and software and perform periodic
    audits
  • Provide support in the compilation of the
    Support Centre’s technical documentation, guidelines and procedures and
    ensure they are disseminated to users.
  • Assist in the procurement of IT hardware
    and software in consultation with the IT specialists from Chapel Hill
  • Build the capacity of end users through
    individual coaching and other mechanisms, for example, periodic tips and
    tricks. Includes support for online meetings, for example, video
    conferencing and Skype
  • Access Environmental impacts and recommend
    control measures
  • Establish and maintain a good working
    relationship with staff and external partners
  • To undertake such other work as may be
    assigned
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E IT
    Officer job opportunity must hold a Bachelor’s degree in Information
    Technology, computer science, or related field
  • At least four years’ experience trouble
    shooting IT issues and providing excellent customer service
  • Prior working experience in NGOs set up
  • Competencies in configuring, maintaining,
    and upgrading of switchers, routers, DHCP, TCO/IP, network printers, and
    print servers
  • Proficiency in operating systems, and
    computers applications
  • Strong knowledge on desktop computers,
    laptops hardware installation, configuration, and troubleshooting
  • Demonstrated customer-satisfaction
    orientation
  • Excellent spoken and written English
  • Ability to work in a team environment
  • Training skills
  • Ability to think logically and
    analytically in problem solving environments
  • Good interpersonal and communication
    skills.
  • Ability to organize time and manage a
    variety of tasks simultaneously
