About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary:  The Monitoring and Evaluation (M&E)
Manager will be responsible for monitoring and evaluation project activities.
S/he is responsible for the development and monitoring of M&E plans and
ensuring that the RHITES-E Project performance management plan (PMP) is
implemented. The incumbent will be the project’s focal point person for the
compilation, tracking and reporting of data for reports to the donor, the
Government of Uganda (GOU) and other stakeholders. He/she will be responsible
for the development of data collection and reporting tools and support data
collection efforts, analysis and reporting. He/she will conduct quarterly data
quality assessments (DQAs), conducting periodic assessments, compiling the
quarterly project reports and USAID’s expenditure analysis reports.  Working collaboratively with the M&E
Manager- Research & CLA, s/he will implement a system of constant data
collection, analysis, and data use that informs the Senior Monitoring,
Evaluation & Learning Advisor and technical team leads so that they can
determine whether targets are being achieved and make programmatic changes if
needed. The incumbent will also provide M&E technical assistance including
but not limited to training, supportive supervision and mentoring to the
RHITES-E Project sub-grantee partners and the district level M&E staff.
Working closely with technical and M&E teams, s/he will ensure that all
activities carried out contribute to the RHITES E Project outcomes. 
Key Duties and
Responsibilities:  
  • The incumbent will ensure effective
    implementation of the project performance management plan and monitoring
    system, including collection efforts of all relevant data, management of
    the information, and its use in preparation of periodic reports.
  • Implement and maintain a M&E system
    that excels in capturing project progress and in tracking program
    implementation.
  • Support the tracking of project
    performance against targets using the project PMP and AMELP.
  • Work in close collaboration with project
    staff lead the collation of Quarterly, Semiannual and annual project
    progress reports.
  • Capture data into DATIM and other
    databases as requested by the donor.
  • Conduct DQAs of data collected and ensure
    that quality control measures are in place and observed.
  • Work in close consultation with the MEL
    Advisor, ensure dissemination of M&E results to all relevant
    stakeholders.
  • Actively contribute to special assessments
    and operations research activities.
  • Support the data management and analysis
    to inform project decision-making.
  • Serve as the DHIS2 and the SIMS focal
    point person for the RHITES-E Project.
  • Manage, train and mentor RHITE-E Project’s
    M&E officers, sub grantees and district level teams to improve data
    collection, compilation, reporting and overall data quality.
  • Coordinate the compilation of the RHITES-E
    Project’s annual expenditure analysis report.
  • Work closely with the KM Manager, track,
    manage and review all project reports submitted by program staff and
    consultants, and collate lessons learned to inform programmatic decisions.
  • Stay abreast with developments in the
    M&E field
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    Monitoring & Evaluation Manager job opportunity must hold a master’s
    degree in public health, epidemiology, Statistics, demographics, social
    sciences or other related field.
  • At least six years of related work
    experience in monitoring and implementing programs in the development
    field preferably health and/Human Resources for Health.
  • Possess applied skills in designing and implementing
    assessments and formative or operations research and developing M&E
    plans.
  • Proven ability to assess priorities and
    manage a variety of activities in a time-sensitive environment and meet
    deadlines with attention to detail and quality.
  • S/he must have strong writing and
    organization skills for reporting on program and study results.
  • Familiarity and experience with
    USAID/PEPFAR reporting regulations and requirements.
  • Proficiency in statistical databases
    (SPSS, EPI-info) and other software packages with strong data analysis
    (quantitative and qualitative) and data management skills
  • Experience and working relationship with
    partners & stakeholders in health system strengthening
