Job Summary: The Grants
& Compliance Officer will work in collaboration with other functional units
for effective grants and contracts management. The role will support Local
Implementing Partners on sub-grant management and compliance. The role will
also conduct and support daily grants compliance operations of MARPs Network
Ltd (MNL) as whole. This will comprise setting up compliance monitoring
systems; producing compliance reports; capacity building of Local Implementing
Partners with grants and compliance roles; financial and risk monitoring;
ensuring compliance with MNL policies and donor requirements.

Key Duties and
Responsibilities:

- The jobholder will prepare and review
budgets ensuring high quality standards and optimum cost recovery in
alignment with organizational and donor requirements. - Under the guidance of the Finance &
Grants Manager communicate with donors account managers to help resolve
specific problems or respond to donor information requests. - Offer timely technical assistance to
implementing partners in implementation and management of the grant
cycles, budgeting, financial reporting and donor compliance - Timely follow up of periodic partners’
fund requests and submission to Finance and Grants Manage - Assist the project teams in planning and
executing partner training and capacity building on donor rules and
regulations, financial reporting and procurement guidelines - Support to ensure partner sub-grants are
disbursed and accounted for in line with contractual requirements - Periodically review internal controls and
policies of Implementing Partners and advice on strengthening and
transaction verification through monitoring reports & transaction
analysis. - Provide technical support to ensure
effective income tracking including cash flow, pre-financing, timely and
accurate payment requests and tracking outstanding amounts due from
donors. - Support contract management capacity
development through inception workshops, coaching, mentoring, online
training and other support as required - Regular monitoring and management reports
against key indicators, taking appropriate action where necessary
including flagging risks for appropriate management action. - Guidance on and review of narrative and
financial reports to ensure quality assurance before submission to donors. - Ensure accuracy in partners’ accounting
and financial reporting. Proper budget allocation of expenses,
reasonability of expenses and allow ability per donor regulations - Technical guidance and support in
preparing for and managing donor audits including liaison with auditors
and negotiating contested findings where appropriate. - Managing the financial archiving
procedures to ensure all required expenditure support documentation is
properly maintained and availed when required - Carry out and document regular grantee
site visits to ensure that pre-ward conditions are addressed and
implemented by grantees within the period specified in the grant agreement - Co-ordinate the VAT claiming process for grantees
and ensure that timely reimbursements are received

Experience:
Experience:
- The ideal candidate for the Grants &
Compliance Officer job placement should hold an Undergraduate degree
and/or professional qualification in Accounting, Finance, Business
Studies, Auditing or related field - Possession of CPA or ACCA and post
graduate qualification are added advantages - Prior experience of managing
grants/contracts from institutional donors - Ability to supervise partner organisations
and oversee compliance project function in regard to project agreement to
ensure adherence to the rules and regulations. - Ability to provide clear guidance on donor
policies and procedures to other staff - Previous experience of setting up and
managing donor compliance monitoring systems, developing and implementing
relevant tools - Strong financial skills encompassing
proposal budgeting, income tracking, budget monitoring and financial
reporting - English Language proficiency

- Good report writing skills
- Keen attention to detail
