About US:
The National Social
Security Fund (NSSF) is a Provident Fund mandated to provide social security to
its members as prescribed by law under CAP 222 (Laws of Uganda) through
efficient management of members’ contributions. The NSSF asset base is
currently over Ugx. 9.8 trillion, making the Fund one of the largest
players in Uganda’s economy.
Job Summary: The Chief Information Officer’s main
responsibility is to enable the Fund to reach its strategic objectives and
beyond, through a holistic digital transformation using innovative data and
technology approaches. The Chief Information Officer (CIO) works to:
·
Formulate
a robust Digital, Data and Technology strategy with a clear roadmap across
applications, infrastructure, security, and team capabilities in line with the
Fund’s strategy.
·
Translate
the Digital, Data and Technology roadmap into well-structured and well managed
projects and initiatives that can be executed within competitive timelines,
budgets, and risk levels.
·
Maintain
high levels of internal Business-As-Usual service delivery, amidst a highly
dynamic, always changing systems, processes, and people environment.
·
Secure
the Fund’s data, systems, information and technology resources against attacks
and breaches, both from inside and outside the organization.
·
Create
an environment that encourages innovation and risk taking, and attracts /
maintains the best Technology talent for the Fund
Key Duties and Responsibilities:
Strategy & Fund
Transformation
·
Lead the
formulation and continuous improvement of Data and Technology Policies,
strategies, and standards in line with industry standards and best practices,
which are a crucial part of the Fund’s digital transformation.
·
Formulate
a robust Data, Digital and Technology strategy with a clear roadmap across
applications, infrastructure, security, and team capabilities in line with the
Fund’s ambitious mission.
·
Translate
the Data, Digital, Innovation and Technology roadmap into well-structured and
well managed projects that can be executed within competitive timelines,
budgets, and risk levels.
·
As a
member of the Fund’s Executive Committee (EXCO), provide the necessary guidance
to ensure that EXCO makes sound Data, and Technology decisions on
infrastructure, applications, security, methodologies, talent and skills
development, compensation, and other areas necessary to maintain a highly
technology-enabled competitive edge.
People and
Performance Management:
·
Creates
an environment that encourages innovation and risk taking.
·
Ensure
proper alignment between the Organization and Department objectives, captured
through the departmental Balance Scorecard. Ensure delivery of the agreed
commitments and on an ongoing basis and with the relevant levels of approval,
review and update Department goals where necessary.
·
Create
an environment and performance management culture that attracts and retains
only the best talent across all sections of the department.
·
Offer
guidance, support, and coaching to Technology and Data staff that results in
higher productivity and career growth from and for the team.
Technology &
Data Service Delivery
·
Spearhead
the development and continuous improvement of clearly detailed Data and
Technology Procedures to guide the business, in line with the Policy.
·
Negotiate
and execute internal Service Level Agreements with Heads of functions/ EXCO
that empower internal teams to deliver against the Fund’s objectives.
·
Negotiate
and enforce external Service Level Agreements especially with key Technology
and Data vendors and service providers that in turn affect ability to meet
internal SLAs.
·
Maintain
high levels of internal Business-As-Usual service delivery, amidst a highly
dynamic, always changing systems, processes, and people environment.
Qualifications, Skills and Experience:
·
The
ideal candidate for the National Social Security Fund (NSSF) Chief Information
Officer job placement must hold a Master’s degree in Mathematics, Computer
Sciences, Software Engineering, Information Systems or other related filed.
·
A
bachelor’s degree in Mathematics, Computer Sciences, Software Engineering,
Information Systems or other related filed.
·
Professional
certifications in Project Management, Innovation Management, ITIL4, Digital
Transformation, Data Science, Quality Assurance.
·
Post
graduate qualification in Business Administration or Management woold be an
added advantage.
·
A
minimum of five years of experience as a senior Digital Transformation,
Technology and Data Leader, with broad knowledge and experience across
businesses in Financial Services.
·
At least
3 years managing enterprise data / technology team or structure, with
experience in leveraging technology and data to transform business models.
·
Demonstrated
ability to deliver impactful technology and data-driven innovation
·
Strong
networks with ability to attract and retain the best talent
·
Strong
technical knowledge and hands on experience in one or more core areas of the
data and technology
·
Familiarity
will new technologies including, and among others, AI, Machine learning, Data
Science, Robotics, Block Chain, among others.
·
Strong
innovation experience with clear track record to back the same
·
Proven
track record of working effectively and efficiently toward goals in a complex,
diverse environment with multiple and changing demands.
·
Previous
experience and prior successful delivery of large technology and data projects
·
Experience
with managing financials and budgeting
