About US:
Office of the Prime Minister with support from the United Nations
Development Programme (UNDP) is implementing a Project on strengthening
Community Resilience to Climate Change and Disaster Risks in Uganda, in
cooperation with key government ministries and departments. Given Uganda’s high
vulnerability to natural and human-induced disasters, the project will
contribute to adaptation, transformation and resilience building by reducing
vulnerability to climate and disaster risk, through provision of integrated and
mutually reinforcing upstream and downstream support to address four
bottlenecks, namely; a) gaps in policies and legal frameworks required to
integrate and provide funding for climate change response and disaster risk
reduction; b) gaps in capacities to implement climate change resilience and
disaster risk reduction in an inclusive and coordinated manner, with guaranteed
effectiveness and efficiency; c) weak capacities for adoption and adaptation of
emerging technologies and methods for low carbon emission and climate change
resilience; and d) weak public response to climate and disaster risk.
Key Duties and
Responsibilities:  
  • The incumbent designs and implements a KM
    Strategy to identify, analyze, document and disseminate best practices in
    CC &DRR, and lessons learned;
  • Considers the GIS/geospatial nature of
    products in KM outputs, including spatially analytical maps, while
    designing the KM Strategy;
  • Ensures that TORs for consultants
    recruited by the program also incorporate mechanisms to capture and share
    lessons learned through their inputs to the program, and to ensure that
    the results are reflected in the reporting system described above;
  • Consolidates a culture of lessons learning
    involving all program staff and allocate specific responsibilities, to
    document, package and disseminate lessons frequently;
  • Establishes and manage a Knowledge
    Management Fora for knowledge sharing on climate change adaptation,
    mitigation and disaster risk reduction and support the program in
    organizing related workshops and trainings events for climate change
    adaptation knowledge dissemination to all stakeholders;
  • Actively facilitates exchange of
    experiences by supporting and coordinating program participation in
    workshops and support development of the program website and any other existing
    network of local government;
  • Identifies and participate in additional
    networks, for example scientific or policy-based networks that may also
    yield lessons that can benefit program implementation.
  • Ensures effective KM of key program
    activities, including Climate Change Response-DRR learning and knowledge
    materials
  • Clarifies the responsibility to explore,
    introduce and manage various KM tools relevant to the program, with
    particular focus on climate change adaptation/ mitigation; disaster risk
    reduction and ecosystems based adaptation;
  • Ensures KM of important program activities
  • Supports all technical team members in the
    knowledge management of their respective fields, with particular attention
    to program activities
  • Supports in the assessment of national as
    well as program policies and processes, providing recommendations to
    improve program performance, and to make field implementation practical
    and effective;
  • Perform any other duties as assigned by
    the Project Manager.
Qualifications, Skills and Experience:
The applicant should preferably hold a Masters of Science degree in natural
resource management, agricultural economics, information and communication
technology or related discipline.
