ADD International fights for independence, equality and opportunity for
disabled people living in poverty in Africa and Asia. We work with local, regional and national
groups run by and for persons with disabilities, known as Disabled People’s
Organisations or DPOs. We work with people with all types of impairments in
areas of extreme poverty, regardless of religious or ethnic background. Whether
it is visual, hearing or mobility impairments, neurological conditions,
intellectual disabilities, albinism or more, we believe it is not the
impairment, but the barriers in society, that limit people from reaching their
full potential.

Job Summary: The
Project Officer will primarily ensure efficient, effective and timely
implementation of the Sustainable Livelihoods project by coordinating collaboration and capacity
building for Disabled People’s Organisation (DPO) partners, local government
and other stakeholders, ensuring conformity to the partnership agreement,
project design, ADD International’s global and country strategies, theory of
change, frameworks for Monitoring, Evaluation and Learning, communications and
publicity, as well as donor contract.

Support the capacity building of disabled people’s organisations for
effective implementation of the sustainable livelihood projects:

- Actively participate in participatory
capacity assessments for partner DPO using ADD International’s core tools:
Three Circles (organisational capacity assessment), Gender Assessment - Provide continuous training, mentoring,
and management support to DPO partners on identified areas of gaps and
weaknesses as part of Capacity Building support to DPO - Work closely with DPO partners to identify
community based DPOs to participate in the project using the agreed
criteria - Guide partner DPO to conduct participatory
capacity assessments for each community DPO using ADD International’s core
tools: Three Circles (organisational capacity assessment) Gender
Assessment) - Based on the capacity assessments, work
with the partner DPO to facilitate a participatory process of developing
Capacity Building plans for each community based DPO clearly stipulating
ADD and partner contributions, roles and responsibilities - Oversee the identification and engagement
of external resource persons/ institutions (e.g. for training,
information, advice) in the execution of community DPO capacity building
programmes in consultation with partner DPOs and manager programme
implementation - Support development of Partnership
Agreements/ MOUs by DPOs and other partners (in collaboration with
the Programme Manager, CD and FAM)
to clarify roles, expectations and obligations of ADD International and
partners during joint programme/project implementation - Maintain and ensure regular communication
with DPOs on joint project implementation, reflection and learning,
opportunities for engagement with powerholders, and other areas of mutual
interest - Take part in the development of project
annual and quarterly plans for the sustainable livelihoods project and
contribute to development of the ADD Annual Operational plans. - Support the empowerment of individual
People with Disabilities (PWDs) and their households participating in the
Sustainable Livelihoods for People with Disabilities project - Guide DPO partners and stakeholders in
identification of PWD and beneficiary households and ensure the
identification is in conformity with the defined and approved criteria - Work closely with DPO to ensure
multi-stakeholders’ consultations/involvement in the development of
households’ livelihood enhancement plans - Ensure partners and staff implement PWD
household livelihoods plans in line with approved plans - Ensure that DPO partners implement the
beneficiaries’ feedback loop; and support problem-solving during instances
of disagreement/conflict between the partner organisations and project
beneficiaries during project implementation, with support from the
Programmes Manager, and escalate where necessary
Participate in campaigns to reduce stigma, change social norms and increase public
awareness of the rights, needs and potentials of PWDS: Maintain an
updated list of project beneficiaries disaggregated by gender, disability and
other demographic characteristics

Support project monitoring learning and evaluation:
- Support partners and project staff to use
the ADD International and project specific MEL tools for gathering data
and evidence which contribute to learning and accountability processes. - Work with partners and project staff to
document lessons learned, and good practices on sustainable livelihoods
projects for internal and external sharing and application within ADD
International’s current and future projects - Support the MEL and Programmes Manager to
plan and co-facilitate quarterly reflection meetings of ADD International
staff and partners - Compile detailed activity reports
- Participate in joint learning forums for
ADD International staff, partner organizations and other stakeholders for
regular exchange of information, reflect on practice and methodologies.
Participate in project networking and collaboration:
- Work in liaison with partner organisations
to carry out stakeholder mapping in the specific project locations as the
basis of networking, collaboration, influencing and securing external
support to the project - Represent ADD and the sustainable
livelihood project in field-based engagements with government institutions
and civil society networks for learning and leveraging the influence of
ADD International - Engage with mainstream NGOs implementing
livelihood programmes for disability inclusion purposes in consultation
with the Programme Manager
Child and Vulnerable Adult Safeguarding:
- Support project partners and staff to
mainstream vulnerable adult and child safeguarding in planning,
implementation and review of the livelihood project by; - Tasked with facilitating participatory
adult, child safeguarding training and competency assessments with partner
organizations with support of the Programme Manager and Child Safeguarding
Focal point and make recommendations for improvement, and agree action
plans - Guide DPOs to implement approved action plans
to improve child and vulnerable adult safeguarding practice for the
sustainable livelihood project

Experience:
Experience:
- The applicant for the ADD International
Project Officer job placement should preferably hold a Bachelor’s Degree
in Humanities, Social Sciences, Community or Development studies from a
recognised university/institute, and for PWD, equivalent demonstrated
knowledge and experience (specialism in one of ADD International’s
programme areas is an added advantage) - At least three years’ experience with
duties related to programme implementation, capacity building. - Previous experience in promotion of human
rights of vulnerable people - Demonstrated experience of networking and
collaboration with civil society and government at district and community
level - Commitment to and understanding of gender
sensitivity in programmes, including of issues related to violence against
women and girls - Familiarity with capacity building
processes - Demonstrated ability to work with limited
supervision - Ability to document and communicate in
English - Proven interpersonal and networking skills
to build relationships with a wide variety of stakeholders - Ability to lead and motivate others
- Personal integrity and an ethical approach
to work - Knowledge of the local language is an
added advantage - Specialism in livelihoods is desired
- Additional training in child/ vulnerable
adult safeguarding is an added advantage - Prior work experience in organisations
working with persons with disabilities. - Training/qualification in gender in
development is an added advantage - Broad knowledge and understanding of the
issues facing persons with disabilities in Uganda and/or a lived
experience of disability is desired
