and internally displaced persons (IDPs) against persecution and to promote

Job Summary: The Livelihood
and Cash Manager will mainly be responsible for designing, coordinating, as
well as overseeing the implementation and monitoring on DRC Uganda’s
livelihoods and cash programming activities. The livelihoods programing is
focused on leveraging the opportunities to build sustainable livelihoods for
refugees and host communities – from the very outset of the emergency response.
Cash is a modality used by DRC both in addressing acute emergency needs as well
as an integrated modality in short-to-medium term livelihoods programming. The
overall strategic objective of the livelihoods programme is to contribute to the
development of durable solutions for conflict-affected populations in the
refugee settlements and in the Karamoja region through strengthening of
resilience and self-reliance. The Livelihoods Manager will furthermore play a
significant role in sectoral coordination with other stakeholders including
local and state authorities, livelihood and cash working groups, other INGOs,
private sector and other partners involved in livelihoods programming in
Uganda.

Key Duties and

Technical Management:
- Develop, coordinate, plan, implement,
monitor and report on DRC´s Livelihood and Cash Programme for all the
field operations. - Based on existing assessments, he/she will
design interventions, national and local strategies and plans for the implementation
of livelihoods and cash transfer programmes; - Carry out assessment and analysis of
needs; existing and potential financial institutions or traditional
mechanisms for cash transfer programme and identify innovative/alternative
payment modalities in consideration with the security situation in target
locations; - Contextualize cash transfer guidelines,
tools and training materials prepared by the organization on cash transfer
processes and make necessary recommendation where appropriate; - Steer developing new sustainable
livelihood and cash transfer programme initiatives/proposals and
fundraising relating emergency and longer term response; - Carry out further assessments and assist
in preparation of proposals - Ensure continuous capacity building among
staff in handling the Livelihood and cash programming. - Actively engage in recruitment processes
for livelihoods and cash team members as needed. - Undertake regular field/onsite visits to
ensure technical support to livelihood and cash staff and proper
monitoring of the activities’ implementation in area of operation; - Send regular updates on progress to HoP
and other team members and senior management - Ensure donor and agency compliance is met
at all levels of project/program management cycle - Review and endorse relevant financial and
narrative reporting on all livelihood and cash related interventions. - Enhance the quality of Livelihood and Cash
programming throughout the project cycle. - Provide overall budget monitoring,
financial management and expenses control including compliance with
minimum DRC and donor requirements. - Ensure lessons learned are documented,
shared and reflected in program planning and decision making
Representation and Relations:
- Build good relations with key humanitarian
actors and key actors in livelihoods and cash programming – local and
international, including government authorities, private sector through
regular attendance at technical meetings and bilateral meetings; - Where relevant, liaise with donors and
work closely with partners on project updates, site visits and other
communication; - Ensure that the DRC livelihoods and cash
transfer projects are implemented in accordance with DRC standard
regulations and procedures (e.g. Code of Conduct, Core Humanitarian
Standard and DRC Operations Handbook);
Monitoring and Evaluation:
- Ensure equal participation by all segments
of the community, taking into consideration issues regarding gender, age,
clan and tribal and religious affiliations. - Ensure transparency and accountability
tools, processes and mechanisms to affected communities are in place. - Regularly monitor project activities and
provide timely inputs and feedback to the Area Managers (AM) and Head of
Programme (HoP) - Quality control and site monitoring to
ensure that services provided are according to relevant standards (SPHERE
standards, national standards or other relevant livelihoods and cash
programming standards). - Work closely with HoP and M&E team to
ensure M&E plan is being implemented, data is being collected from the
field and regular reports are being produced.
Qualifications, Skills and Experience:
- The ideal candidate for the Danish Refugee
Council (DRC) Conflict Management Assistant job placement must hold a
university degree within agriculture/livelihoods/economics/human
geography/anthropology or other related social science field - A minimum of five years of international
experience with humanitarian and/or development organizations - Significant experience in livelihood
programming (humanitarian and/or development context). - Concrete experience in
Humanitarian/Development cash- and/or voucher based programmes - Work experience from refugee or IDP
(internally displaced people) contexts is an advantage. - Previous exposure and experience in local
governance, community development and participatory development
programming highly advantageous; - Prior experience in working with
government institutions and line ministries in economic development and
poverty reduction programming is an asset; - Experience in women’s economic empowerment
programming is a plus; - Academic/short course background in
monitoring, evaluation and learning a plus, particularly in mixed methods
evaluations and qualitative monitoring techniques; - Excellent written and oral communication
skills in English - Previous experience with managing diverse
teams
