About USAID GAPP Project:
RTI is the prime contractor for USAID funded GAPP program. The goal of
this seven year program is to increase participation accountability and local
governance for effective service delivery. To achieve this goal, GAPP will
focus on three components: (1) Support and strengthen national level government
accountability institutions in their interaction with local governments; (2)
Strengthen local government revenue, procurement, financial and planning
systems; and (3) Strengthen civil society organizations (CSOs) and other
non-state actors (NSAs) to improve voice and accountability. GAPP will work at
the national level and in at least twenty-five districts in northern Uganda,
the Albertine region of Bunyoro, and central Uganda.

Job Summary: The Regional
Program Coordinator will represent the program and serve as the programs’
logistical leaders in the assigned region. RC’s facilitate the implementation
of technical activities for Component 3 in assigned districts, and in
partnership with the Operations Director and respective component heads
facilitate the overall management of the Regional Office. As such, RC’s are
responsible for supporting the preparation, implementation, and follow-up of
all GAPP activities in the region; helping to foster integration and
coordination among component activities; coordinating with partner LGs, CSOs,
and other NSAs; representing the GAPP program as needed; leading efforts to ensure
appropriate planning and accountability at the regional level; in charge of
overall management of the Regional Office; and act as the primary focal person
for reviewing regional office performance with Kampala staff. They will also
partner with Embedded Technical Specialists in the Regional Office to enable
smooth implementation of activities across all components

Key Duties and
Responsibilities:
Responsibilities:
Operational (20-25%)
- In charge of overall management of the
Regional Office; - Responsible for coordinating the
implementation of all GAPP activities within the assigned region ensuring
proper planning and timely provision of logistical support for all program
activities; - Supervises the Program Assistant in the
performance of his/her duties that include the identification and
procurement of service providers for the region and implementation of
day-to-day operations activities; - Works closely with Kampala-based managers
and the Program Assistant and address operational issues as they arise
GAPP Representation (5-10%)
- The jobholder is the primary delegated
face of GAPP at the regional level; - Represents the GAPP Program in relevant
public functions and key partner entry activities; - Participate in meetings that require GAPP
representation in the assigned districts and/or designates an appropriate
representative
Technical Monitor for Component 3 (70%)
- Actively participate in the component
development sessions; - Contribute to the development of
appropriate component interventions especially capacity building of CSOs/
PSA and grantees, work planning; - Actively contribute to the development of
appropriate CSOs/PSAs interventions especially administering PLOCA tool
and follow ups on the action plans institutional strengthening for
grantees in Advocacy, community engagement, civic empowerment; - Offer technical support to CSOs and
grantees during program implementation - Ensure integration of cross-cutting issues
into grantee activities; during implementation and reporting - Conduct grantee quarterly monitoring
support visits including follow ups on PLOCA action plan; Identify
document and share best practices; - Consolidate regional grantee quarterly
technical reports and ensure quality and timeliness; - Perform other duties and tasks as
requested by the Operations Director, Civil Society and Private Sector

Experience:
Experience:
- The ideal candidate should preferably hold
a Bachelor’s degree and minimum six years’
experience or a Master’s degree in a related field and a minimum of
three years of professional experience. - At least three years’ experience
coordinating activities in a geographically diversified locations - Professional experience with civil society
institutional strengthening, advocacy or social accountability activities. - Significant exposure and experience in
managing grantees is an added advantage. - Applicants should have a passion for
accountability and civil society institutional strengthening and have
strong relationship management skills; ability to work with civil society
organizations and grantees excellent writing skills; the ability to work
productively under time pressure; the capacity to work well independently. - Extensive knowledge of district political,
legal and policy environment. - Previous exposure and experience on USAID
reporting is an added advantage. - Excellent command of written and spoken
English is required.
