About World Bank SDP Project:
The Government of Uganda applied for US$100,000,000 financing from the
World Bank for the Skill Development Project (SDP) whose objectives to enhance
the capacity of institutions to deliver high quality and demand driven training
programs in the Agriculture, Construction and Manufacturing sectors. The
purpose of SDP is to create a scalable model for high quality vocational and
technical training which is linked to labor market needs ~or specific sectors.
The model comprises of establishing Centers of Excellence (CoE) with a network
of vocational institutions (with well- prepared students; well-trained faculty;
high quality, relevant curricula; adequate facilities and equipment; teaching
resources and assessment systems), and an institutional framework that
encompasses development sector skill councils. The project will work with four
colleges, 12 network institutes and will focus on three sectors of manufacturing,
construction and agriculture. The Uganda SDP under Component 2 shall support
Improving Quality and Relevance of Skills Development through upgrading three
Uganda Technical Colleges (UTC) at (Lira, Elgon, and Bushenyi) and Agricultural
College (Bukalasa) to CoEs, offering competency-based raining of high quality
in low-level (artisans), medium-level (craftsman) and higher-level
(technicians) skills demanded in selected trades/occupations in the
manufacturing, construction, and agriculture sectors of the Ugandan economy.
Job Summary: The Financial
Management Specialist will be tasked with performing financial Management
functions of USDP and ARSDP Projects. The incumbent will manage and monitor all
the financial activities of the project in line with the international and the
Government of Uganda (GoU) financial regulations while ensuring compliance with
the Local Education Group audit and fiduciary requirements, and performing
analytical work on financial management and financial accountability issues.
Key Duties and
Responsibilities:  
  • The incumbent will be responsible for
    developing financial plans and budgets for the project coordination unit
    in consultation with the Budgeting section in the MoES.
  • Managing disbursement of funds for project
    activities in line with project financial/budget and work plans and in
    liaison with the head of accounts at MoES
  • Tasked with the preparation of monthly,
    quarterly and annual financial reports as per the reporting requirements
  • Development and implementation of project
    internal controls for proper management of project financial and physical
    resources
  • Periodic evaluation of the project
    financial performance against the project objectives
  • Reporting periodically on financial
    program activities in line with the reporting guidelines
  • Tasked with the facilitation of the audit
    of the annual financial statements together with internal audits and
    reviews.
  • Perform the responsibilities of a
    Financial Management Specialist as a full member of a multi – disciplinary
    team for a variety of the IDA Project coordination Unit within the MoES
    operational and tactical tasks for both daily operations as well as
    analytical financial work.
  • Prepare justifications in form of a
    statement of ex-penditure for Special Account advances for PS/ES’s
    submission to the World Bank;
  • Steer the preparation of reviews and
    adhering to the Projects Implementation Documents and Operations Manuals;
  • Compile quarterly and annual budgets,
    monitor and report on financial trends and prepare replenishment applications
    to Government of Uganda and World Bank respectively as per the guidelines
  • Produce within agreed timeframes and in
    the standard formats, monthly financial statements and financial
    management reports to aid management decision making
  • Support the Head of Accounts in the
    preparation of quarterly and annual reports.
  • Implement adequate internal controls for
    management of project financial and physical resources to ensure
    effectiveness, efficiency and economic use of resources.
  • The jobholder will also evaluate the
    project financial performance against projected funding obligations for
    the determination of expenditure priorities and timely replenishment of
    funds
  • Manage disbursement of all project funds
    for project activities in accordance with the internal controls to ensure
    avoidance of fraud, and financial mismanagement
  • Coordinate the accounting and financial
    arrangements for the different components and categories of projects
  • Coordinate the timely annual financial
    audit and the value for money audit of the project
  • Guide and support the beneficiary colleges
    and Network Institutes under the project in financial management aspects
    to ensure compliance with underlying principles.





Qualifications, Skills and
Experience:
  • The ideal candidate for the World Bank Project
    Financial Management Specialist vacancy should hold a Bachelors Degree in
    Commerce (Accounting), Business Administration (Accounting) Accounting,
    Finance from a recognized University.
  • Possession of a post graduate
    qualification in Financial Management, Business Administration or related
    field is an added advantage
  • The applicant must also have completed
    accreditation to professional bodies like ACCA or CPA.
  • A minimum of seven (7) years of practical
    experience in financial management or related accounting duties in a
    public or private institution.
  • At least three years’ exposure and
    experience in financial and accounting procedures of Government of Uganda,
    World Bank or other Multilateral Development Banks is an essential
    requirement.
  • Experience in finance and administration
    is an added advantage
  • Extensive knowledge of the Government of
    Uganda IFMS system is desirable.
  • Ability to prepare and interpret financial
    statements and books of accounts, including management accounts is
    required
