for bulk purchase of electricity from the generating companies and selling the
electricity in bulk to the distribution companies throughout Uganda. UETCL is
also responsible for all exports and imports of electricity to Uganda. UETCL

and Single Buyer Business and to support sustainable energy development in
Uganda.”

Job Summary: The Environmental
Specialist will ensure proper planning of environmental and mainstreaming and
implementation of project environmental aspects. He/she shall also ensure that
the required Health, Safety and Environmental (HSE) management plans are
developed and implemented in timely manner during the course of the project.

Key Duties and
Responsibilities:
Responsibilities:
- Develop
Terms of Reference (TORs) for Environmental Assessments, including
but not limited to Environmental and Social Impact Assessments (ESIAs),
Environmental and Social Management Plans (ESMPs), Environmental Audits,
etc. - Supervise
and undertake technical review of Environmental and Social Impact
Assessments (ESIAs), Environmental Audits and development of Environmental
and Social Management Plans (ESMPs) by Consultants, and Contractors, and
follow-up on acquisition of any relevant Statutory Approvals. - Offer
technical guidance on implementation of project mitigation
measures, undertake environmental monitoring and supervision of project
works, including development of monitoring checklists, compilation of
periodic (weekly, monthly, quarterly, annual) progress reports, to ensure
compliance with relevant environmental requirements. - Review
the Planning and procurement procedures to ensure that; (i) the
Environmental requirements are properly reflected and costed in contract
documents, (ii) environmental safeguards milestones are included in the
contractor’s certificates for payment, and (iii) conditions of approval
on the NEMA certificate and other statutory approvals are well considered,
implemented and accordingly advise Management. - Carry
out regular environmental safeguards capacity development of Consultants,
and Contractors during project implementation, including conduct of
project awareness, communication and sensitization activities. - Work
closely with the Task Team, participate in the set up and
operationalization of project Grievance Redress Mechanism. - Serve
as a link between UETCL, Consultants, Contractors, Communities and
respective local governments on environmental matters. - Review
and provide advice on contractors’ TORs, proposals and plans for temporary
works, camps site, equipment storage yards, quarries, marram borrow
pits, temporary access roads etc. - Initiate,
implement and monitor ecosystem (forests, wetlands) restoration activities
as may be triggered by the electricity transmission project, including
development of biological offsets where necessary. - Work
closely with relevant authorities, government agencies and ministries to
ensure adequate implementation of all requirements in line with donor and
Ugandan environmental safeguard policies and laws. - Where
necessary, ensure that relevant Permits are obtained prior to
project implementation, including but not limited to Wetlands Use Permit,
Forest Permits, Registration of Work-Place (for Camps), Heavy Equipment
Certification, Waste Handling Permits, etc. - Formulating
training plans and providing training aid on environment issues
during implementation of the project and associated works to the PMU,
Contractors and other relevant project stakeholders; - Communicating
changes in the proposed activities through the revision program; - Coordinating
the implementation of the SEAP process between the Contractors and
the relevant agencies. - In
charge of coordinating and participating in community engagement and
feedback activities aimed at disseminating and sharing lessons learned
from the implementation of the project. - Perform any other duties as may be assigned
from time to time.
Qualifications, Skills and
Experience:
Experience:
- The ideal applicant for the UETCL
Environmental Specialist job placement should hold a University Degree in Environmental
and Natural Resources Sciences or a related field from a recognized University. - Possession
of a Master’s Degree in Environmental and Natural Resources
Sciences or a related field from a recognized University will be added
advantage. - Postgraduate
qualifications and experience in Environmental Impact
Assessment/Environmental Audit (EIA/EA) and monitoring are added
advantage. - Professional
registration with NEMA as Environmental Practitioner or an equivalent body
will be an added advantage. - At
least three years of hands-on experience with the World Bank safeguard
policies and should have applied the policies in similar projects
recently - Must
have significant practical experience with the World Bank safeguard
policies and/or IFC Performance Standards evidenced from similar work
carried out in the past. - Comprehensive
knowledge of Uganda’s Environmental Requirements (Policies, Laws,
Regulations and Guidelines). - Must
have in-depth knowledge of Industrial & SHE regulations. - Computer
literacy in Ms Projects or similar project scheduling and monitoring tool. - Possess
a valid National Driving Permit. - Must
have Analytical skills, Interpersonal skills, Supervisory skills, Report
writing skills. - Ability to withstand stressful work situations and have willingness to
work long hours outside the normal hours. - A
person of high integrity, must be highly motivated, innovative and a
committed team player. - Willingness
to travel extensively and be away from duty station for extended periods.
