About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.

Job Summary: The Senior
Legal Officer (Contracts, HSE) will be charged with managing all the
contractual, HSE aspects relating to midstream and upstream agreements and will
report to the Manager Legal Advisory and Litigation. The incumbent will provide
legal advice and guidance to support the work of PAU and ensure sound legal
standing of its operations. He will also support the function of executing
drafting the agreements for PAU and ensuring compliance of the agreements with
PPDA laws and guidelines.

Key Duties and
Responsibilities:

- Supports the Manager Legal Advisory and
Board Affairs on all legal matters of the Authority - The incumbent drafts, reviews and
negotiates contracts and/or agreements on behalf of PAU - Offer legal advice on procurement
processes for PAU agreements and also on procurements issues arising out
of PAUs regulatory functions. - Manage the contract life cycle from
drafting through completion of negotiation process and/or contract
execution. - Offer timely legal advice on matters
arising out of the production sharing agreements, Joint operating
agreements, refinery agreements, pipeline agreements - Guides senior management and the Board of
Directors on contractual risks and other contractual aspects. - Conducts research and advises management
on possible improvements to model contractual documents used in
international petroleum transactions. - Provide advice on Health, safety and
environmental legal issues in Upstream and Midstream petroleum operations. - Keenly monitors the implementation of
contracts in the midstream part of the value chain and provides periodical
updates to management on the implementation of those contracts. - Coordinate the preparation, documentation,
review and submission of periodic progress reports to relevant internal
and external stakeholders - Plan and budget for resource requirements
in the business Unit and monitor the usage to ensure efficiency - Develop and monitor a Business Unit Work
plan and develop performance agreements with all the staff under
supervision - Monitor staff performance and provide
guidance and periodic feedback for performance improvement - The incumbent will also assess the
training and development needs of staff under supervision and recommend
appropriate interventions - Provide coaching and mentoring support to
staff under jurisdiction - Initiate and implement activities/programs
intended to create and harness teamwork in the business Unit - Implement any other staff related programs
as introduced and approved in the organization - Create and maintain a working atmosphere
that fosters creativity and innovation in the team - Performs any other duties as may be
assigned from time to time by the Manager Legal Advisory and Board
Affairs.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the Petroleum
Authority of Uganda (PAU) Senior Legal Officer (Contracts, HSE) job
opportunity must possess a Bachelor of Laws Degree (Hons) from a
recognised University. - Possession of a Postgraduate diploma in
legal practice. - The applicant must also be enrolled as an
advocate. - Applicants with a Master’s Degree in
Petroleum Law, policy or Management, Commercial Law or Health & Environmental
Law will be preferred. - A minimum of five years’ experience in a
similar or relevant reputable organization or Law firm - Previous exposure and experience in
working in a leadership role in a similar organisation - Previous experience in liaising with
multi-level stakeholders - Additional qualifications in the oil and
gas sector, Procurement, commercial transactions, health, environment,
negotiation from internationally recognised institutions - Internationally recognised professional
qualifications or membership of nationally and internationally recognised
professional bodies. - Extensive knowledge of legal and
regulatory provisions of the Ugandan law and international law pertaining
to the oil and gas industry - Critical thinking and problem solving
skills - Ability to work independently and in a
team. - Excellent analytical, negotiation and
coordination skills. - Excellent communication and interpersonal
skills. - Excellent track record in a management
position. - Good IT literacy and computer skills
- Demonstrated ability to lead and motivate
co-workers - Ability to meet tight deadlines
