About Skilling Uganda:
BTC, the Belgian Development Agency supports the Ministry of Education
& Sports to implement the Support to Skilling Uganda (SSU) Project.
Job Summary: The National
Field Manager will be managing the planning and implementation of activities
for the roll out of the support to the BTVET stakeholders and their private
sector stakeholders in the Karamoja region.
Key Duties and
Responsibilities:   
  • Manage the planning and implementing
    activities for the roll out of the support to the regional BTVET
    stakeholders and their private sector stakeholders:
  • Actively contribute to the quality
    assurance and technical guidance of the pilot Skills Development Fund in
    Karamoja;
  • Implement additional technical activities
    assigned to him/her according to the joint team planning;
  • Support the design and implementation of
    skills development by focusing on
Technical Advice in BTVET:
  • Tasked with upgrading instructors of the
    selected BTVET institutions technically and pedagogically (in service
    training);
  • Developing work-based learning (WBL)
    schemes as well as its modalities and build the capacities of both
    employers and training institutions in its implementation;
  • Setting up the “Production Unit” approach
    in the through capacity building and coaching;
  • Introducing certification for short term
    courses (such as the workers’ PAS in the training and assessment offer of
    UGAPRIVI and its partners) in the Karamoja region;
Reporting/Knowledge Sharing:
  • Support the setting up of a BTVET
    knowledge sharing platform for BTVET stakeholders & BMO’s at regional
    level;
  • Oversee the monitoring of progress towards
    business plans of the selected BTVET partners (including tracer studies
    and supervision), as well as the implementation of the training and other
    investments financed by the Skills Development Fund (SDF)
  • The jobholder will compile (monthly and)
    quarterly progress and activity reports, and share with the Project
    Management Team (PMT) and the international intervention field manager;
  • Actively contribute to the compilation of
    the project final report at the end of the project.
Capacity Building and Daily Management:
  • Develop a capacity building strategy for
    the local (decentralized) partners of the intervention, and supervise
    these activities
  • Tasked with the preparation of different
    Capacity Building instruments (guidelines, manual, grant agreements
  • Works closely with the support to the
    development of HR intervention
  • Liaise with other donors and technical
    partners in BTVET
  • Liaise with the national office,
  • Coach the Karamoja-staff officers in any
    Capacity Building activities.
  • Provide guidance and instruments and
    facilitate M&E
  • Contribute to the development of a PPP
    strategy on the local level
  • Preparation of manuals and guidelines on
    PPP in BTVET
  • Provide expertise to regional Skills
    Councils
  • Coordinate working groups
Monitoring and Evaluation:
  • Set-up of the baseline and of the
    data-gathering methodology for thn baseline
  • Gather M&E data and compile M&E
    reports.



Operational planning & reporting (10%): Compile (monthly
and) quarterly progress and activity reports, and submit them for approval to
the project manager and co-manager
Qualifications, Skills and
Experience: 
  • The applicant must hold a Masters /Degree
    in Social Sciences, Education, Economics, Business Administration
  • At least seven years of professional
    experience in development work,
  • At least four years’ experience in working
    for a bilateral or multilateral agency;
  • Relevant experience in the TVET sector,
    expert in PPP, M& E and or/ Capacity building
  • Extensive knowledge of and experience in
    project management.
  • Extensive knowledge of and experience in
    project management;
  • Previous exposure and experience in
    facilitating the cooperation between BTVET  institutions and private
    sector stakeholders would be an advantage;
  • Previous experience working with/in the
    private sector would be an advantage,
  • Experience working for a bilateral or
    multilateral agency would bo HI advantage;
  • Experience working with refugees would be
    an advantage;
  • Soft skills such as teamwork, and ability
    to work autonomously;
  • ICT skills in word, excel, power point and
    internet;
  • Ability to work under stressful conditions
    and having no objection to working overtime.
  • Fluent in English, with excellent
    reporting skills;
