About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager
Cost Monitoring reports to the Director Technical Support Services and will be
responsible for implementing the Authority’s mandate in monitoring costs of all
operations in the oil and gas sector in Uganda.
Key Duties and
Responsibilities:  
  • Responsible for all the activities within
    the Cost Monitoring Department, including initiating, planning, budgeting
    and reporting on the activities of the Department.
  • Manage and lead the teams in charge of
    monitoring and regulating costs in the upstream and midstream operations.
  • Oversee the process of development of cost
    monitoring and regulation frameworks including budget approval processes,
    the development of compliance monitoring matrices, field monitoring
    parameters for the projects in the upstream and midstream segments of the
    petroleum value chain in Uganda.
  • Ensure timely responses are given on the
    day today contractor requests related to contracting, budgets and
    expenditure
  • Take part in the development of
    appropriate methodologies for pipeline tariff building for facilities in
    the midstream and provide advise on the appropriate tariffs.
  • Primarily ensure compliance of licensees
    in cost management is monitored and compliance reports are compiled and
    submitted on time.
  • Ensure field operations are monitored and
    reports submitted on time.
  • Support cost recovery audits by the Office
    of the Auditor General and other relevant institutions by leading the
    review of the draft management letters and participating in exit meetings.
  • Support the budget approval meetings by
    ensuring the necessary preparation is done on time including preparation
    of reference materials, benchmarking of the budget proposals and
    generation of own estimates.
  • Support the process of ascertaining the
    cost oil or gas due to licensees.
  • Put in place appropriate cost control
    databases and cost estimation tools to be used in benchmarking Uganda’s
    costs.
  • Manage the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • Monitor staff performance and provide
    guidance and periodic feedback for performance improvement
  • Assess the training and development needs
    of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team
  • Perform any other duties assigned by the
    supervisors



Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Director Manager Cost Monitoring job opportunity
    must possess a Master of Science Degree in Petroleum Engineering or
    Economics/Finance from an internationally recognized university.
  • Possession of a Bachelor’s Degree (Hons)
    in Petroleum Geosciences, other Physical Sciences, Statistics,
    Mathematics, Accounting, or related disciplines from an internationally
    recognized institution.
  • At least seven years of relevant working
    experience in the oil and gas sector.
  • Previous exposure and experience working
    in a leadership role in an organization/business, unit/project with
    diverse professionals.
  • Possession of a professional/ advanced
    qualification in Finance/Accounting, Audit/Compliance/Risk, Cost
    Engineering/Management
  • Membership to a nationally or
    internationally recognized professional body;
  • Extensive knowledge of the policies, laws,
    regulations and guidelines regarding cost monitoring in the oil and gas
    sector in Uganda.



  • High degree of innovative and with a
    proven high level of integrity.

  • Good track record of outstanding
    performance.
  • Excellent interpersonal and communication
    skills.
  • Excellent administrative and negotiation
