About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager
Policy and Board Affairs will be responsible for board secretarial services,
Governance issues of the Authority. The incumbent will develop the
institutional policies, manuals, operational standards, Charters and ensure PAU
compliance with both internal policies and other the laws and regulations.
He/she will also give legal issues arising out of labour matters arising from
upstream and midstream operations and PAU staff. He/she will analyse the
Existing regulatory framework and coordinate with the line ministries and other
stakeholders for amendments to laws/regulations.
Key Duties and
Responsibilities:  
  • Supports the Director Legal and Corporate
    Affairs on legal matters arising out governance, Board Affairs and Labour
    laws
  • Manages legal issues arising from all
    regulatory and compliance requirements for both the Authority and for all
    licensees and Operators in the Country.
  • Develops and coordinates the development
    of the institutional governance instruments like policies, guidelines,
    procedures and manuals.
  • Guides senior management and the Board of
    Directors on corporate governance issues and compliance with statutory and
    regulatory requirements.
  • Prepares minutes, agenda, notices, and
    subsequent correspondence in connection with meetings of Management and
    Board of Directors.
  • Carries out the review of Laws,
    regulations and procedures applicable to the work of PAU, checks for any
    changes to new legislations, policy changes and developments which may
    affect the work of PAU.
  • The incumbent will also keenly review and
    or prepare contractual documents made with third parties and ensure that
    PAU’s interests are taken care of
  • Ensures Legal protection of PAU assets
    including land, Intellectual property and other movable property
  • Performs any other duties as may be
    assigned from time to time by the Director Legal and Corporate Affairs.
  • Guide the authority on land and labour law
    related issues arising from land acquisitions programs in the sector.
  • Reviews, drafts and negotiates contractual
    terms and conditions of various agreements to ensure protection of PAU’s
    interests.
  • Manage the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • Plan and budget for resource requirements
    in the business Unit and monitor the usage to ensure efficiency
  • Formulate and monitor a Business Unit Work
    plan and develop performance agreements with all the staff under
    supervision
  • Monitor staff performance and provide
    guidance and periodic feedback for performance improvement
  • The incumbent will assess the training and
    development needs of staff under supervision and recommend appropriate
    interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team



Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Manager Policy and Board Affairs job opportunity
    must possess a Bachelor of Laws Degree (Hons) from a recognised
    University.
  • Possession of a Postgraduate diploma in
    legal practice.
  • The applicant must also be enrolled as an
    advocate for at least five years
  • Possession of a Master’s Degree in
    Petroleum Law, petroleum policy, Petroleum management, International Law
    or Commercial Transactions or related field.
  • A minimum of seven years’ experience in a
    similar or relevant organization preferably in the oil and gas industry or
    regulatory environment.
  • Significant experience in working in a
    leadership role in a similar organisation
  • Previous exposure and experience in
    liaising with other Government institutions and stakeholders
  • Other qualifications in the oil and gas
    sector from internationally recognised institutions are desired
  • Internationally recognised professional
    qualifications or membership of nationally and internationally recognised
    professional bodies.
  • Other qualifications in corporate
    governance, tax, arbitration, procurement or management.
  • Extensive knowledge of legal and
    regulatory provisions of the Ugandan law and international law pertaining
    to the oil and gas industry
  • Critical thinking and problem solving
    skills
  • Ability to work independently and in a
    team.
  • Excellent analytical, negotiation and
    coordination skills.
  • Excellent communication and interpersonal
    skills.
  • Good track record in a management position
    with Integrity
  • Good IT literacy and computer skills
  • Ability to lead and motivate co-workers
  • Ability to meet tight deadlines
