The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager,
Operations and Surface Facilities will be responsible for implementing the
Authority’s mandate in all areas relating to Drilling, Upstream Surface
Facilities, Compliance and Operations and will report to the Director
Development & Production. He/she will lead and be responsible for the
activities of the Operations and Surface Facilities Department
Key Duties and
Responsibilities:  
  • In charge of the management of and all
    activities within the Operations and Surface Facilities Department,
    including initiating and budgeting for its activities.
  • Manage and lead multidisciplinary teams in
    charge of monitoring and regulating the development and production aspects
    of field data acquisition, drilling & completion of wells, field
    development architecture, production process engineering and management,
    metering of production, facilities management and any other aspects of
    drilling, surface facilities and production operations.
  • Lead the Operations and Surface Facilities
    Department in preparation for and participation in Operations Meetings,
    Technical Committee Meetings, Financial Technical Meetings and Advisory
    Committee Meetings with petroleum upstream licensees
  • Responsible for evaluation of work
    programs and budgets for licensed oil companies related to drilling,
    compliance, surface facilities & operations to support their timely
    approval
  • Manage the Operations and Surface
    Facilities Department in supporting the evaluation of Field Development
    Plans, Petroleum Reservoir Reports and any other technical proposals
    concerning drilling, surface production facilities and production
    operations, and advise on the issuance, renewal and revocation of licenses
  • In charge of the evaluation and
    documentation of the quantity and quality of petroleum identified for
    production together with that produced by the licensees.
  • Take part in the process of ascertaining
    the share of petroleum due to the Government
  • Ensure the review of proposals regarding
    cessation of petroleum activities and decommissioning and make recommendations
    thereof
  • Ensure optimal utilization of existing and
    planned upstream facilities, including utilization by third parties
  • In charge of evaluating proposals for and
    recommending issuance, renewal and revocation of upstream facilities
    licences
  • Responsible for updating metering
    standards, materials standards and other relevant standards for wells and
    surface facilities
  • Tasked with the review, monitoring and
    regulation of the measurement of petroleum produced, processed &
    transported for resource management, operational, fiscal and other
    purposes.
  • Ensure the timely evaluation of reports
    and data submitted by oil companies regarding surface facilities and
    production operations.
  • The incumbent will make recommendation on
    the enforcement of the requirements in a license or any regulations and to
    protect the health and safety of workers and the public.
  • Support the enforcement of safety and
    security procedures in all development and production operations
  • The jobholder will also recommend and
    advise on the policies and legislation affecting petroleum operations and
    upstream facilities
  • Support interface with relevant
    institutions and oil companies to ensure compliance in regards to surface
    facilities and operations
  • Coordinate the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • Plan and budget for resource requirements
    in the Operations and Facilities Department and monitor the usage to
    ensure efficiency



  • Develop and monitor a Business Unit Work
    plan and develop performance agreements with all the staff under
    supervision
  • Keenly monitor staff performance and
    provide guidance and periodic feedback for performance improvement
  • Assess the training and development needs
    of staff under the Operations and Facilities Department and recommend
    appropriate interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team
  • Perform any other duties assigned by the
    Supervisor(s)
Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Manager, Operations and Surface Facilities job
    opportunity must possess a Master’s degree in petroleum engineering or
    process engineering disciplines from an internationally recognized institution.
  • Possession of a Bachelor’s degree (Hons)
    in Civil, Electrical, Mechanical or chemical engineering or related
    discipline from an internationally recognized institution.
  • At least seven years’ relevant working
    experience in the oil and gas industry within the upstream business unit
    covering drilling & well testing, managing surface production
    facilities and/or production operations.
  • Previous exposure and experience in
    working in a leadership role in an organization/business unit/project with
    diverse professions in the upstream oil and gas sector.
  • Good knowledge of the policies, laws,
    regulations and guidelines regarding petroleum development and production
    in Uganda.
  • Significant knowledge of and/or training
    in petroleum law or petroleum economics.
  • Possession of a post graduate training in
    management of petroleum operations.
  • Membership to relevant professional
    organizations.
  • Innovative and with a proven high level of
    integrity.
  • Ability to work independently and in a
    team.
  • Good track record of outstanding
    performance.
  • Excellent interpersonal and communication
    skills.
  • Possess good administrative and
    negotiation skills.
  • Track record of training and mentoring
    others.
  • Excellent analytical skills.
  • Proficiency in relevant industry computer
    packages and software
