About REMAC-NiE Project:
Plan International will collaborate with the Office of the
Prime-minister (OPM) – Refugee Department, United Nations Human Rights
Commission for Refugees (UNHCR), the District Local Governments working closely
with United Nations (UN), other United Nations (UN) Agencies (FAO, IOM, UNDP,
UNFPA, UNICEF, UN Women, WFP, and WHO) and NGO partners supplementing
governmental efforts to implement the Reaching Every Mother and Child in
Emergency (REMAC-NiE) Project. In addition, Ministry of Health will provide
technical guidance and support in relation to life-saving nutrition
interventions focusing on Maternal, New-born & Child Health (MNCH).

technical guidance and support in relation to life-saving nutrition

Job Summary: The Senior
Emergency Portfolio Manager will provide strategic leadership in the
implementation of a large, multi-million dollar emergency grants portfolio and
provide support to the Country Management team to secure business opportunities
with bilateral and multilateral donors. The role focuses primarily (70%) on
supporting the timely, effective and quality implementation of existing Plan
International Canada-supported emergency projects and developing new business
opportunities (30%). The position
involves a high degree of complexity in resolving a wide range of challenges
which typically occur in the management of a complex grant portfolio with
different management lines, geographical locations, a large and diverse
workforce, and a range of contractual obligations, specifically grant
contacts. The incumbent will demonstrate
excellent project management and problem-solving skills, a very high degree of
political acumen, organisation and communication skills and strategic thinking
to meet the demands of a dynamic and sometimes unpredictable operating
environment while ensuring Plan International’s systems and policies are
adhered to and donors’ requirements are met. The incumbent will be fully
integrated in the Extended Country Management Team based in Kampala and will
provide effective and quality leadership to the projects’ implementation teams
based in the field.

Key Duties and Responsibilities:
Programme planning and Delivery:
- Defines and updates clear project work
plans for each grant regularly to reflect changing environment - The incumbent achieves project results,
and monitors appropriate benchmarks, targets and performance indicators - Coordinates technical inputs on WASH, CPiE
and gender to support high quality of implementation ensuring that
programmatic strategies of grant portfolio are of high quality, based on
best practices and in line with donor standards - The jobholder articulates changes in
project activities (if any) clearly and produces clear documents
justifying changes, analysis of change impact and budget impact - Systematically reviews risks and
challenges to quality implementation and compliance and develops clear and
timely mitigation strategies, including resources required - Develops and implements a clear plan to
strengthen program and compliance quality in the grant portfolio - Writes well-documented, accurate quality
narrative reports in line with donors’ reporting requirements, including
review by CNO - Creates an efficient knowledge management
system/approach that helps learning, sharing, scaling up, and innovation - Produces knowledge management documents in
coordination with Plan International Uganda’s and Canada’s technical
advisors showcasing achievements in EiE, CPiE and WASH
Financial management within defined grants portfolio:
- Reviews and updates the projects’ budgets
and financial reports frequently, applying the principles of effectiveness
and best value for money in implementation - Responsible meeting donor compliance
requirements in a timely manner and positioning grants for donor audits - Develops, implements and monitors grants’
budgets and forecast in coordination with Plan International Uganda’s
Finance team to the highest quality in accordance with donor compliance
requirements - Prepares and submits accurate financial
reports in line with donors’ requirements - Reviews financial reports ensure alignment
between expenditures and progress reports
Business Development:
- Supports on-going business development
opportunities, including liaising with donors and following up on
potential leads; - Supports project design and proposal
preparations for institutional and public funding in conjunction with
Emergency response team at the CNO level; - Responsible for effective administration
of internal processes, and ensures Plan protocol is followed with the
proposal development process to allow Cananda National Office adequate
time to provide feedback on proposals and on the draft agreement before
finalised; - Works closely with key donors, building
relationships and developing business development opportunities: UN
agencies (UNHCR, UNICEF, UNFPA, WFP, FAO, etc.) Canadian Embassy, host
government and other key stakeholders where necessary
Communications and Working Relationships:
- Builds strong relationships between Plan
International Uganda and Plan International Canada staff and develops
clear communication protocols on grant management; - Engages and effectively represents Plan
International in strategic partnerships with relevant NGOS (local and
international), UN and government entities as appropriate, to maximise use
of our resources and emergency program impact; - Effectively networks with donors, and
NGO’s involved in emergency project implementation; - Develops appropriate internal and external
Working Relationships (and partnerships) to support quality grant delivery
and compliance.

Experience:
- The applicant for the Plan International
Senior Emergency Portfolio Manager job placement should preferably have a
minimum of five years of demonstrated experience in managing all aspects
of donor-funded emergency projects, including finance; - Extensive knowledge of effective
participatory Monitoring, Evaluation and Research systems and processes - Ability to work independently and as a
team player who demonstrates leadership - Previous experience in engaging with the
international donor community and developing donor reports for grants - Excellent interpersonal skills, including
the ability to work in a matrix environment - Excellent written and oral communication
skills, including presentation and public speaking - Excellent analytical and problem solving
skills - Excellent organisational skills and the
ability to multitask while working on projects with varying activities,
objectives and deliverables - Excellent negotiation and influencing
skills - Creates strong sense of purpose within the
portfolio and with stakeholders - Sound judgment and decision-making in
