Job Summary: The Program
Development Officer will support Samaritan’s Purse by playing the invaluable
role of creatively crafting and implementing grant proposals to maximize
consideration for funding opportunities, thereby ensuring continued Christ-like
care of those we are seeking to minister to.
Key Duties and Responsibilities:  
  • Work as a liaison between SP and
    Governmental/Non-Governmental authorities for collaborative programming on
    behalf of Samaritan’s Purse, including participating in applicable cluster
    meetings.
  • Keenly monitor and actively search for
    funding opportunities or calls for proposals and proactively inform the
    supervisor, Regional Program Development Officer (RPDO) and Regional
    Director (RD) in time.
  • Write concept papers, proposals, and
    project summaries in support of the Country Director.
  • Write periodical (monthly, quarterly,
    semiannual and annual) reports for internal and external use.
  • Work closely with the Country Director
    (CD), Deputy Country Director (DCD), RPDO, Program Managers, and Finance
    Manager to develop proposal budgets. 
  • Work in liaison with Program Managers to
    ensure all projects are in line with SP’s Program Management Guidelines.
  • Coordinate and assist with needs
    assessments, surveys (base line, reviews and project end surveys) and
    conduct field visits at least 25% of the time in order to collect and
    verify data.
  • Analyze data and background materials in
    order to provide guidance and support to Program Managers and key decision
    makers.
  • Support the CD and DCD in the development
    of Monthly Executive Reports (MER), IHQ Board reports, annual program
    achievement report and any other special publications.
  • Oversee updates of SP reporting System
    (SPRS) or database that captures project accomplishments.
  • Support the team with the implementation
    of various program activities, monitoring and evaluation, and reporting of
    newly funded programs as needed
  • Work closely with Program Managers to
    ensure accurate and appropriate impact stories are being developed and
    documented regularly.
  • Assist the country management team and the
    supervisor with strategic planning
  • Provide surge capacity and assume
    additional responsibilities in the event of a natural disaster or crisis.
  • Intentionally plan and work to build the
    capacity of supervised staff
  • Research and propose best practices in NGO
    programs development and operations.
  • Stay abreast with regional and country
    level management informed of changing context, issues and concerns.
  • Attend daily morning devotions and
    participate in prayer support for the ministry, its donors and volunteers.
  • Maintain a strong Christian witness to
    colleagues, vendors, charitable beneficiaries, and the general public.
  • Assess, manage, and report critical
    physical, emotional, or spiritual concerns of supervised staff.



Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Bachelor’s
    degree (BA) from four-year College or university; or three to five years’
    related experience and/or training; or equivalent combination of education
    and experience.
  • One year of college-level Biblical studies
    strongly preferred.
  • Previous experience working for
    humanitarian organizations in a cross cultural and INGO context
  • The applicant should have a personal
    relationship with and be a consistent witness for Jesus Christ.
  • Gifted writer with strong writing and
    presentation skills.
  • Extensive knowledge and understanding of
    donor requirements especially (USAID, OFDA, CIDA, UNHCR, WFP, CHF, etc.)
  • Proven understanding of proposal writing
    and M&E (including data management).
  • Good quantitative and qualitative data
    analysis skills.
  • Ability to develop and carry out work
    plans and solve problems independently.
  • Strong writing and presentation skills.
  • Ability to work in an international and
    multicultural environment.
  • Excellent knowledge of computer
    applications, in particular proficiency required in MS Word, MS Excel and
    Power Point.
