The Uganda Biodiversity Fund (UBF) is an independent institution, a
Trust Fund established as a mechanism to provide sustainable financing for the
conservation of priority biodiversity and ecosystem services in Uganda. UBF was
registered in 2016 under the Trustees Incorporation Act of 1939, Chapter 165.

Job Summary: The Programs
Manager supports the Executive Director in positioning of UBF’s impact and
ensuring program alignment to UBF mission and key strategic objectives/agendas.
The overall responsibility is to coordinate and support program development,
implementation, monitoring and reporting.

Program Development and Grants Administration:
- Based on the strategic plan, business plan
and the Trust Deed, develop a biodiversity funding program that meets the
goals and objectives of UBF. - Supports the Executive Director in
prioritizing the financing of activities that guarantee coherence and
effectiveness to comply with UBF Goals and Objectives. - Work with the ED and the Finance Manager
to streamline and popularize the funding guidelines in relation to the
developed program, prepares or causes to be prepared and supervises
contracts, grant agreements, and all other documents necessary to
implement the UBF programs and projects. - Provides overall technical and financial
reports on the projects financed by UBF to the’Executive Director. - Solicits proposals from potential grantees
and provides technical support in the selection process. - Subject to consideration and approval by
the Board, develops and implements the UBF grant making operations manuals
and policies, and grants disbursement plans. - Offer technical support to the ED and the
Finance Manager in the annual planning and budgeting process and annual
reporting.
Monitoring and Evaluation:
- Responsible for developing a monitoring
and evaluation tool to be used by the grantees. - Provides technical support and
back-stopping to the grantees. - Supervises and monitors the technical and
financial performance of projects financed by UBF. - Ensures that the grantees are providing
timely technical and financial reports.
Human Resource Management:
- Participates in the selection process and
prepares work plans, supervises the performance of their duties and
evaluates programme/project staff. - Leading and developing the program/project
teams.
Stakeholders Engagement:
- Works closely with the ED to represent and
promote the UBF interests in day-to-day dealings and ongoing liaison with
representatives of government; local and international NGOs; private
sector; multilateral and bilateral donor agencies; other donors; academic
institutions; regional institutions and media. - Steer capacity building and institutional
strengthening of grantees to ensure the delivery of quality
programmes/projects. - Represent UBF in meetings and regional and
international conferences and events. - Develop and maintain a network of contacts
with other biodiversity conservation initiatives and relevant stakeholders
to achieve greater efficiencies and synergies.
Fundraising:
- Identifies and develops viable funding
proposals based on implemented programs to be discussed with the ED. - Supports the ED to develop promotional
materials and project concepts to be used in fund raising activities. - Supports the ED in mobilizing resources.
Qualifications, Skills and
Experience:
Experience:
- The applicant must hold a Master of
Science degree- in natural resources management preferably in the area of
biodiversity conservation, forestry, ecology or any related field. - A minimum of ten years’ experience
preferably with an NGO or a trust fund in conservation or a related field.
He/ she should have spent at least 5 years at a senior management level. - Extensive knowledge and experience of
biodiversity conservation issues at the national and international levels
and sustainable biodiversity financing mechanisms. - Demonstrated experience working with
government agencies, civil society organisations, development agencies,
and the private sector. Good knowledge of private sector engagement
strategies and models and clear demonstration of experience working/
engaging with the private sector. - Previous experience working with
Committees, Board of Directors or similar types of structures and
interacting with its members. - Competent in project development and
management, administrative, strategic planning, negotiation, proposal
writing (with evidence of having- successfully fundraised for
program/project implementation) as well as- Leadership and team
building-skills. - Be a highly energetic, self-starting,
entrepreneurial and creative individual who can express/recognize ideas,
opportunities, and communicate goals and objectives clearly. - Ability to undertake actions, decisions,
and achieve results in an independent manner and assume responsibility for
the actions taken. - Demonstrated ability to work in a
multicultural diverse environment and under pressure - Demonstrated ability to adhere to strict
confidentiality involving internal/ external information. - Excellent verbal, written and
interpersonal communication skills in English. - Ability to plan, manage and follow through
assignments and communicate at all levels of the organization in a timely
and professional manner. - Ability to work independently and as a
member of a team with minimal supervision.
