About Project:
Handicap International launched an assessment in Uganda in order to be
part of the response and in particularly to coordinate teams analysing and
responding to needs emerging due to 1) the current drought and food crisis and
2) displacement of thousands of South Sudanese, fleeing the conflict in their
country and seeking refuge in Northern Uganda.

Job Summary: The Mental
Health and Psychosocial Support Project Manager will work closely with the MEAL
department, the protection supervisor, the inclusion officer and HI partners to
ensure the implementation and development of a qualitative, inclusive mental
health and psychosocial support strategy. 
This intervention will be according to the principles of the MHPSS
community-based approach and integrated with the response to the basic needs of
Handicap International beneficiaries provided by Handicap International and
other actors. The incumbent will manage a team of 6 persons. 

Key Duties and
Responsibilities:   
  • Actively contribute to the actor and
    service mapping in HI area of intervention
  • Contribute to the analysis of the mental
    health and psychosocial issues / needs, sources of distress, coping
    mechanisms, community-based dynamics and mechanisms, leaderships,
    representation of the beneficiaries and communities targeted by HI
    intervention
  • Actively participate to the identification
    of barriers to equal access to services
  • Actively contribute to the development of
    a referral system
  • Ensure the training of HI’s and other
    organizations’ team in Psychological First Aid
  • Significantly contribute to the
    identification and assessment of Person with Specific Needs and
    individuals at risk of being victim of violence
  • Ensure internal and external referral and
    follow up of these referrals of beneficiaries of the MHPSS intervention
    according to their needs
  • Ensure the conception and development of
    tailored and inclusive MHPSS Information, Education, Communication (IEC)
    material
  • Ensure the implementation of MHPSS
    awareness raising activities and support the activities of awareness on
    information dissemination
  • Actively participate to the support to the
    community-based mechanisms, community mobilisation and social-cohesion
    (ensuring inclusion, non-discrimination through multidimensional support)
    through the organization of community-based events and through the support
    to local organizations
  • Ensure the creation and implementation of
    psychosocial support group sessions among the communities targeted by HI
  • Ensure regular review and propose relevant
    adaptations to ongoing activities and tools
  • Provide weekly reporting on the activities
    implemented to the line manager
  • Actively participate in coordination
    meetings and represent the organisation at field level
  • Take part in the recruitment and ensure the
    management and supervision of the MHPSS team
  • Ensure regular field visits on outreach
    intervention areas to ensure on the job support to his/her team
  • Show professional ethics, respect and
    promote Handicap International mandate at any time, respecting all HI
    protection policies
Others
  • Participating in the weekly team meetings;
  • Ensure the strict application of the
    rules;
  • Report any incident in which s/he’s
    involved/witnessed immediately;




Qualifications, Skills and
Experience:
  • The ideal candidate for the Handicap
    International Mental Health and Psychosocial Support Supervisor job
    opportunity must hold an MHPSS-related degree (psychologist, psychiatrist,
    sociologist, social worker, etc.) with experience
  • Professional experience in accompaniment
    of vulnerable people/refugees or in the humanitarian field, preferably in
    the field of vulnerability and/or disability and/or outreach
    community-based approach
  • Previous exposure and experience in social
    cohesion and/or community mobilization and/or conflict management
  • Prior experience in MHPSS community-based
    approach is desirable
  • Previous protection experience is an added
    advantage
  • Previous experience in Monitoring and
    evaluation and Survey is desired
  • Strong sense of neutrality and
    confidentiality
  • Excellent interpersonal and intercultural skills
  • Open and interested in disability and
    vulnerability issues
  • High diplomacy, cultural sensitivity and
    security awareness
  • Ability to work under high pressure and
    without constant supervision
  • Good Computer Skills i.e. proficiency in MS
    Office (Word, Excel) and internet
  • Languages: Spoken and written
    English. Proficiency local languages is an asset (Arua)
