UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.

Key Duties and Responsibilities:
- The Hydrogeologist will review and guide
on implementation of best practice in the identification of promising
locations for drilling; - Tasked with drilling and development;
borehole completion/design; - Step and constant rate discharge testing to
identify suitable flow rate for motorized systems. - Keenly monitor and improve systems for: –
monitoring groundwater and surface water use, groundwater levels, surface
water flow and water quality – recording works related to exploitation of
groundwater and surface water – estimating groundwater - This activity will focus both on immediate
needs and providing longer term data and assessments to: improve capacity
for dealing with similar emergencies in the future; and provide data
essential to a better understanding of the hydrogeology. - Where possible, identify boreholes that
could be used for observation of pump tests in high-yielding boreholes and
provide advice based on results of pump tests on aquifer characteristics. - The jobholder will also promote effective
operation and maintenance of equipment through promoting use of limited
range of pumps, generators etc - The incumbent will assess groundwater
chemical characteristics, of surface and groundwater and identify
pollution sources: proposing possible actions for remediation; - As feasible, operationalization of
alternative water supply options including rain water harvesting, surface
water storage dams, etc. - Work closely with Uganda’s Ministry of
Water and Environment and with technical working groups set up to improve
the response to refugee needs - Perform any other duties as requested
Key Performance Indicators:
- Support for the South Sudan emergency
operation, in particular viability for exploring groundwater potential to
improve the success rates of drilling works and reduce the amount of
costly water trucking currently needed. - Support agencies undertaking drilling
works to monitor groundwater extraction, and protect water resources in
terms of quantity and quality. All proposed interventions shall be discussed,
as appropriate, with UNHCR WASH officers, local government water officers,
partners in the settlements involved in water supply and distribution. All
interventions should comply with Ministry of Water requirements and
guidelines. The liaison under point 6 is expected to focus on cooperation
to support Ministry efforts, optimal use of expertise.

Experience:

- The ideal candidate for the United Nations
UNHCR Hydrogeologist career opportunity should hold a Masters degree in
hydrogeology - At least eight years of previous job
experience in a related field - At least three years of experience of
groundwater exploitation and protection in northern Uganda or similar
environment (semi-arid, hard rock and sedimentary) - Excellent knowledge of English language
and excellent report writing skills - Ability to work under pressure
- Flexible approach to problem solving
- Excellent interpersonal skills
