About US:
The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
About EUTF Program:
DRC is presently leading a Consortium of 4 NGOs (DRC, ZOA, Save the
Children, and CEFORD) which has been selected to implement a program in
Northern Uganda to support the self-reliance, resilience and social stability
of displacement-affected communities, South Sudanese refugees and their host
communities. The NGO Consortium is implementing a 4-year program with funding
from the European Union Emergency Trust Fund for Africa to respond to refugee
settlements in Northern Uganda. The program is called Support Program for
Refugee Settlements and Host Communities in Northern Uganda (SPRS-NU).
Job Summary: The Project
Coordinator will be responsible for the direct field implementation of all
DRC’s EUTF intervention projects in Yumbe, Adjumani and Kiryandongo Districts.
Furthermore, s/he has financial and administrative responsibility and is also
responsible for the planning and implementation of adequate security
precautions in line with DRC procedures to ensure the safety of all EUTF staff
and assets. S/he directly supervises senior staff (Livelihoods Officers and
Conflict Management Officers) working in the project field locations. The
incumbent will be based in Yumbe but will be roving in order to oversee the
work of team members stationed in implementation field locations of Adjumani
(30%), Yumbe (50%) and Kiryandongo (20%) although time allocations are
indicative and adjustable..
Key Duties and
Responsibilities:   
Project Management:
  • Manage the implementation of all DRC’s
    EUTF interventions/projects in Yumbe, Adjumani and Kiryandongo in accordance
    with the project design.
  • Working closely with field staff, ensure
    that vulnerable groups (especially women and youths) are actively involved
    in the project implementation including in group discussions and
    decision-making processes;
  • Mentor and supervise EUTF field staff for
    proper and timely implementation of all projects according to agreed
    policies and donor requirements;
  • Prepare annual/project action plans for
    the project in accordance with annual planning cycle;
  • Send regular internal reports and other
    relevant information on general policy matters and programme activities to
    the EUTF Project Manager in Adjumani, based on agreed formats and
    schedules
  • Ensure donor requirements are met
    including production of reports in formats agreed with the donors and
    partners.
  • Ensure that a sound documentation
    including relevant beneficiary database is developed, maintained and
    updated and also, ensure that relevant assessments are conducted in the
    project area.
  • Ensure that a sound feedback system is in
    place in the project area so that beneficiaries have easy access to DRC
    and that the Do-No-Harm principle to persons of concern/ beneficiaries at
    the point of delivery is upheld.
Implementation and Planning:
  • Work in liaison with Project Manager, Team
    leaders in all operational districts to update and develop technical
    guidelines for the implementation of the EUTF Project activities
  • Working closely with field staff, ensure
    that vulnerable groups (especially women and youths) are actively involved
    in the project implementation including in group discussions and
    decision-making processes;
  • Mentor and supervise EUTF Project Officers
    and assistants, including preparation of Monthly, Quarterly and yearly
    work plans and related budget, and ensure timely implementation of
    activities in close consultation with the project manager.
  • Initiate the development of long-term
    partnerships with the private sector or potential marketing companies at
    both district and regional levels to ensure timely market access for
    livelihood products from successful farmers, bulk and block groups
  • Act as the main implementation contact for
    DRC’s EUTF field operations and work closely with relevant stakeholders
    (government, district, other NGOs etc) to ensure high quality standards in
    activity delivery.
  • Ensure update-to-date records
    (disaggregated by gender/age/diversity) are collected and maintained for
    all beneficiaries of the EUTF grant assistance.
  • Ensure that Project Officers implement
    project activities within the provisions and in line with good Budget
    management and accountability procedures
  • Support officers in ensuring activities
    implementation is done in compliance with DRC/DDG quality procedures
  • Ensure that implementation of activities
    Do-No-Harm to persons of concern/ beneficiaries at the point of delivery;
  • Closely monitor the implementation of EUTF
    activities to timely identify any problems that may affect the achievement
    of intended outputs and results; by pragmatically and constructively dealing
    with them or seeking timely support
  • Work in close coordination with the
    Logistics department in Adjumani, Yumbe, Arua and Kampala support the
    timely procurement of project materials
  • Organize meetings for project information
    sharing.
  • Oversee the preparation of relevant
    manuals/tool kits and training curriculums that can be used in training
    beneficiaries
Communication/Reporting:
  • Compile weekly, monthly and quarterly
    reports for the project.
  • Support the officers and field assistants
    in the timely preparation of all reports (monthly and quarterly);
    summarize and compile the reports for submission to the Project Manager.
  • Actively contribute to project planning,
    development of proposals and lessons learned processes.
  • Manage the identification of beneficiaries
    needs using both technical skills and local knowledge.
  • Engage and build strong and better
    relations with all community and settlement leaders (including Refugee
    Welfare Committee), local government structures and line ministries
    including OPM staffs for the enhancement of DRC/DDG overall program
    objectives.
Monitoring & Evaluation:
  • Manage all project data collection
    exercises including conducting of assessments and surveys (e.g. baseline
    surveys, yield assessment, do-no-harm surveys etc.) in close coordination
    with the Project MEAL Assistant and the EUTF MEAL Coordinator.
  • Ensure update-to-date records
    (disaggregated by gender/age/diversity) are maintained for all
    beneficiaries of the EUTF grant assistance.
  • Work closely with M&E unit to identify,
    document and disseminate relevant project successes, challenges and follow
    up on implementation of project’s action points
  • Support the undertaking of detailed
    situational analysis in collaboration with relevant stakeholders
    (especially the PoC) and propose appropriate project implementation
    approaches
  • Supervise the implementation of all
    participatory needs/vulnerability and capacity assessments of affected
    communities and PoCs
  • Participate in project evaluations and
    assist in the analysis of results.
  • Initiate the operationalization of
    beneficiary feedback and accountability processes.
Financial, Administration, Logistics:
  • Coordinate with the Finance and
    Procurement Officers to ensure proper management of the project resources
    including assets and ensure timely expenditure control.
  • Actively participate in monthly Budget
    Follow up review meetings and ensure all Project activities status are
    updated and submitted to Project Manager/designate
  • Responsible for ensuring DRC financial
    procedures, guidelines and corruption control is maintained in the field
    offices.
  • Responsible for ensuring adherence to
    correct procurement and logistical procedures in the EUTF field offices.



HR Management:
  • Directly responsible supervises EUTF
    Livelihoods Officers and Conflict Management Officers working under the
    EUTF program in field location offices.
  • Responsible for recruitment planning and
    leading recruitment of required field staff in consultation with the EUTF
    Project Manager and HR department.
  • Carry out staff development including
    target setting, performance appraisal, and early identification and timely
    addressing of HR issues in the field offices.
  • Provide capacity building to the EUTF
    Officers and Assistants on relevant topics including social mobilization,
    participatory planning and prioritization, activity budget monitoring
    vis-à-vis implementation, vulnerability assessment and targeting, relevant
    approaches to IGA implementation, and sub-project monitoring and
    reporting.
Relations:
  • Coordination: Build and maintain
    close and good relations with all relevant stakeholders including EUTF
    Consortium partners, UNCHR, WFP and other relevant UN organizations, OPM,
    local authorities, line ministries, donors, other NGOs, CBOs and other DRC
    partners;
  • Transparency: Ensure required
    reports and information is shared with the direct project stakeholders in
    a timely and adequate manner;
  • Reporting:
    Through the EUTF Project Manager, ensure timely narrative and financial
    reporting to donors;
  • Follow up all DRC / DDG Procedures for
    Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of
    conduct.
  • Any other duties as assigned by the
    supervisor.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Project Coordinator career opportunity must hold a Higher
    Degree in a relevant Field of study (Agriculture, Peace Building and
    Business Administration will be an added advantage).
  • At least five years’ experience in a management/supervision
    roles in NGO/Humanitarian/development work.
  • Technical skills in Project Planning and
    Management and Agri-business.
  • Good management and presentation skills
  • Show commitment to accountable practices.
  • Working knowledge and demonstrated
    experience working in challenging environments.
  • Demonstrated ability to manage varied
    workloads and deal constructively with stress
  • Proven ability to prioritize tasks, meet
    deadlines and work with limited supervision
  • Proactive, stable and robust character and
    a good team player.
  • Excellent communication skills, calm and a
    good sense of humour.

  • Possession of a valid motor riding permit.
