About Project:
The Challenge Initiative (TCI) is a project funded by Bill and Melinda
Gates Foundation (BMGF) through The Bill & Melinda Gates Institute for
Population and Reproductive Health (GI), Department of Population, Family &
Reproductive Health at the Johns Hopkins Bloomberg School of Public Health and
implemented by Jhpiego. This is a multifaceted 5-year program focused on the
rapid expansion of urban family planning programs worldwide but with a focus on
the largest cities in Asia and Africa.
Job Summary: The Senior
Technical Specialist will provide technical support to The Challenge Initiative
Project (Tupange) in Uganda, especially in the assessment, design,
implementation and monitoring of the demand driven approach in the delivery of
family planning in selected geographies (cities, municipal councils,
districts). He/she will assist in ensuring sustainable adoption of family
Planning (FP) innovations in Uganda.
Key Duties and Responsibilities:  
  • Render support in the assessment, design
    and implementation of appropriate evidence-based family planning
    innovations/interventions in selected geographies.
  • Support country team to conduct advocacy
    and marketing activities for a demand-driven approach and scale up of FP
    innovations focusing on urban areas in both the government and private
    sectors in Uganda in collaboration with AFP and other stakeholders.
  • Provide technical reviews and strategic
    inputs into the design, adoption and simplification of key Tupange
    Initiative interventions including the FP Tool Kit, TCI University, TCI
    Community of Practice, training curricula and best practices and other
    program materials for a Uganda audience.
  • Provide technical assistance (coaching and
    mentoring) in landscaping and proposal development to selected geographies
    in to ensure that the initiative strategies result into greatest impact
    are scaled up and sustained.
  • Participate actively in the Initiative
    annual work planning
  • Support and assist with project’s M&E
    activities to ensure that the project meets set targets in accordance with
    national and international standards
  • Provide active support to
    geographies/municipalities/councils, and Ministry of Health technocrats in
    the implementation and supervision of national standards for FP.
  • Work in liaison with
    municipalities/councils HMIS and Tupange Initiative M&E Manager, track
    activities, ensure that appropriate information is collected, and analyzed
    and used on a routine basis by geographies management for programmatic
    decision making.
  • Support preparation of routine activity;
    weekly/monthly and quarterly reports and contribute to the documentation
    and the Initiative learning activities
  • Develop and maintain excellent
    relationships with donors, implementing partners and other RH stakeholders
  • Work with Project and Finance staff to
    prepare and track progress of activity budgets
  • Ensure compliance with the donor/ Jhpiego
    operational policies/guidelines and regulations
  • Deputize the TCI Country lead
  • Perform other duties as assigned by the
    supervisor
     



Qualifications, Skills and
Experience:
  • The applicant for the Jhpiego Senior
    Technical Specialist job placement should hold a Master’s Degree in health
    or public health, organization development, social sciences, population or
    a related field.
  • At least seven years’ experience working
    in integrated FP/RH service delivery in government, NGOs/ private sector
  • Familiarity with Adolescent Reproductive
    Health issues is preferred
  • Familiarity with participatory
    methodologies and approaches
  • Demonstrated experience in systems
    strengthening (service, MIS) and use of data for implementing quality
    improvement interventions within select geography settings
  • Proven skills in facilitation, team
    building, capacity building and coordination
  • Strong change management, results-oriented
    and decision-making skills
  • Experience in engaging international NGOs,
    international donors, senior government officials and policymakers
  • Excellent interpersonal, communication,
    writing and oral presentation skills
  • Good team player accustomed to building
    team capacity, delegating working teams and developing communities of
    learning among partners and counterparts
  • Ability to work in a complex environment
    with multiple tasks, short deadlines and intense pressure to perform
  • Fluency in English
  • Excellent computer literacy
  • Willingness to travel frequently and as
    need may require
