About STRYDE Program:
TechnoServe is implementing the second phase (August 2014 – July 2019)
of Strengthening Rural Youth Development through Enterprise Program (STRYDE), a
regional youth enterprise development program designed to enable 48,000 rural
youth aged 18 to 30 in Uganda, Kenya, Rwanda and Tanzania, have a more
successful transition into economically independent adulthood, increasing their
opportunity, ability and motivation to engage in income-generating activities.
The overall goal of the program is to sustainably improve the livelihoods of
rural youth and their households, ultimately helping them to become active
contributors and financially independent members of society. A key strategy of
the program is to deliver indirect training to the youth through partner
Vocational Training Institutions.
Job Summary: The Partnership
Manager will provide management of the indirect training partners (Vocational
Training Institutions) and the aftercare component of the program in Uganda.
The Partnership Manager will work closely with the Business Advisors and will
be responsible for timely and effective implementation of the project’s
Sustain, Strengthen and Learn components and achievement of part of the
project’s goal to train 13,000 youth to increase their productive economic
engagement in Uganda. S/he will be responsible for engagement and supervision
of key program partners and monitoring of quality implementation by the
partners.
Key Duties and
Responsibilities:  
Partnership Management:
  • Tasked with developing systems and tools
    to methodically assess partner’s needs, capabilities and develop standards
    for their performance and ability to sustain the program
  • Keep the partners engaged through regular
    communication of the program’s value propositions and provide tailored
    support in response to the needs/challenges of the individual private and
    government Vocational Training Institutions
  • Design incentive packages to encourage
    sustainability of STRYDE trainings
  • Establish a platform for regular
    information sharing; meetings, trainings and visits as needed to keep the
    partners abreast of developments in the program and the curriculum
  • Co-create work plans with partners, manage
    activity budgets, as well as supporting partner outreach to youth
  • Build partners’ internal capacity to
    deliver trainings through ToT and refreshers.
  • Supervise and support partners to ensure
    the delivery of technical training packages is of high quality, is
    appropriate to the local context, and is effectively reaching participants
  • Build and maintain strong working
    relationships with indirect partners and relevant stakeholders in the
    youth space;
Aftercare Management:
  • Identify and engage suitable private and
    public sector partners who can provide opportunities for the youth such
    as; access to finance, employment, micro-franchising and skills building.
  • Work closely with the various Business
    Advisors and Business Counsellors in the various regions to coordinate in
    opportunity identification at various levels and implementation of partner
    related activities at the county and sub-county levels



Qualifications, Skills and
Experience:
  • The ideal candidate for the Partnership
    Manager job placement at TechnoServe (TNS) should preferably hold a
    Bachelor’s degree in business or other relevant field
  • At least three years’ experience working
    with private sector in a role involved with multi-stakeholder engagement,
    client relations or other similar work
  • Entrepreneurial ability to design, package
    and promote new concepts desired
  • Willingness to be based in Gulu and travel
    to remote rural locations extensively
Personal Competencies:
  • Financial and Resource Management:
    The ability to estimate, justify, and manage appropriate funding levels to
    support goal accomplishment. Managing Resources is about understanding
    human, financial, and operational resource issues to make decisions aimed
    at building and planning efficient project workflows, and at improving
    overall organizational performance.
  • Analysis, Research and Report writing:
    Experience in business planning and analysis, modeling for feasibility and
    execution. Able to analyze and express oneself clearly in business
    writing.
  • Donor/Partnership Management:
    Identifying opportunities and taking action to build strategic
    relationships between one’s area and other areas, teams, departments, or
    organizations to help achieve business goals.
  • Innovative Mindset: Curious
    inquiries, asks questions and seeks out information from multiple sources,
    learns from mistakes, sees change as an opportunity.
