About US:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Job Summary: The Officer
Database Administrator will maintain and support the performance of Uganda
Revenue Authority (URA) database systems and applications to ensure business
continuity and enhance revenue collection.
Key Duties and
Responsibilities:  
Setup and Monitor the performance of URA database management systems to
enable business continuity and revenue collection:
  • Monitor the availability and performance
    of database management systems
  • Monitor Database management system
    resource utilization
  • Install and Patch database management
    Systems and monitoring tools to keep them up-to-date.
  • Design Database / Operating System
    Programs to automate to the extent possible various routine database
    activities
  • Proactively review Operating and Database
    Management Systems configurations to ensure optimal performance
  • Guide the ICT management on Database
    Systems Performance improvement initiatives and Programs
  • Plan for the capacity requirements to
    create and maintain the databases
Maintain integrity and accountability of URA data for reliability and
consistency of data stored in the database Management System:
  • Carry out routine security checks for
    confidentially, consistency and access to data by the authorised persons.
  • Implement data security
    processes/procedures/programs recommended by the ICT security
  • Provide technical advice to and work with
    application development teams on secure database connections and management
    of application accounts
  • Oversee the creation and removal of
    database users, roles and profiles from the Database Management Systems
  • Advise ICT security on Database security
    programs and initiatives
  • Document and report Database breaches /
    risks identified during administration of the Database Management Systems
    to ICT Security or to Supervisor
  • Creates and maintains all databases
    required for development, testing, education and production usage.
Implement and maintain Database Backup and Recovery (DR) programs /
Initiatives to enhance business continuity:
  • Implement backup and recovery initiatives
    in line with the URA Backup and Recovery Policy / Strategy
  • Maintain and Monitor the Database and
    Recovery Initiatives / programs implemented
  • Regularly test backups to validate their
    status
  • Support adhoc data extraction requests and
    restore required data from backups
  • Advice ICT management on the Database and
    Recovery initiatives to keep URA up-to-date with the technologies
    implemented
Offer technical support to Business intelligence and Data Warehouse
programs to improve decision making:
  • Create and Administer Data warehouse /
    Reporting Databases
  • Create and administer Data extraction
    programs required for Business Intelligence and Data warehouse
  • Provide technical advice and support to
    project teams during the implementation of Business intelligence and Data
    warehouse tools
  • Support data analysis initiatives whenever
    called upon
  • Develop standards to ensure that all
    application design and code is produced with proper integrity, security
    and performance
  • Plan for the capacity requirements to
    create and maintain the databases



Qualifications, Skills and
Experience:
  • The applicants for the Uganda Revenue
    Authority (URA) Officer Database Administrator jobs should hold Bachelor’s degrees in Computer
    Science, Software Engineering, Information Technology or any other IT
    related degree obtained from a recognised academic Institution
  • Professional training in IT Specialised
    areas such as ORACLE, SQL Server, Unix / Linux, Solaris is an added
    advantage
  • At least two years’ experience in the field of Information Technology.
  • Previous
    exposure and experience in working with ORACLE Database Management System
    and Solaris or unix/linux Operating System
  • Good
    knowledge of Database architecture and Design, complex data structures,
    PL/SQL programing
  • Knowledge
    of Database backup and recovery scenarios.
  • Excellent communication skills
  • The
    incumbent should have the ability to contain pressure and deliver
    under stressful environments
  • An
    impeccable record of integrity
  • Excellent
    interpersonal relationships and client centrism behaviors
  • Ability
    to work under minimum supervision and willingness to undertake any
    responsibility and adherence to dead lines
  • Ability
    to work as part of a team
  • The
    incumbent should be agile, punctual and disciplined
  • Age: Between 28-38 years
