About US:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue
Authority Statute of 1991 and set up in September of the same year as a central
body for assessment and collection of specified revenue, to administer and
enforce the laws relating to such revenue and to provide for related matters.
This statute incorporated all the laws that were in force then regarding tax
collection. The new organization (URA) amalgamated the three tax administration
departments that were responsible for all the taxes collected by the Central
Government of Uganda.

Job Summary: The Supervisor
Forensic Investigations will manage the forensic document examination
procedures, digital device seizures, extractions and analysis of information
contained therein and report findings in support of investigation cases related
to tax fraud.

Plan for the forensics laboratory resources as well as operational
resources ensuring adequate resources for the execution of tasks at hand:

- Plan for laboratory consumables and make
annual projections for hardware replacements as well as software and
license renewals - Review operations checklists as part of
the planning team to determine operational resources for field operations. - Oversee the digital forensic and
cybercrime response efforts (seizures). - Make post operation field reports as part
of the evidence trail in preparation for prosecution.
Give guidance to forensics examiners in the extraction, processing and
analysis of information to support investigations:

- Assign tasks to forensics examiners and
analysts for both internal and referred cases to the laboratory. - Ensure forensic procedures are followed to
the later to avoid procedural backlashes during litigation - Interpret and review forensics analysts’
reports and ensure non-technical reports for users are prepared to aid the
financial crime investigations
Report about the findings and prepare teams to support the litigation
process as expert witnesses in tax fraud and related cases:

- Form and articulate expert opinions based
on forensic analysis - Produce oral and written reports
presenting complex technical matters clearly and concisely - Follow through technical reports detailing
how the computer evidence was discovered and all of the steps taken during
the retrieval process - Provide expert testimony in depositions,
trials and other proceedings regarding the evidence collected which may
include a presentation of visual aids
Carry out post forensic investigations activities to support the
forensic investigations findings and build internal capacity for the forensics
examiners:

- Support the on-going investigations by
communicating the progress and any issues of all forensic support requests
in the laboratory - Provide technical insights to fellow
investigators on immerging trends in the digital forensics field. - Research on new methodologies and digital
forensic technology trends in the industry
Drive system architecture decisions and lead projects from concept
through the release process:

- Be the innovator of solutions, systems and applications supporting
investigation initiatives with the aim of giving investigators a
competitive edge against tax fraudsters. - Train and mentored junior programmers in
programming methodologies and best practices
Qualifications, Skills and
Experience:

- The applicants for the Uganda Revenue
Authority (URA) Supervisor Forensic Investigations job placement should
hold Bachelor’s degrees in
either; Information Technology, Computer Science or Computer Engineering. - ACE
certification - Possession
of Certificate in (Access Data), EnCE or equivalent digital forensic
training is an added advantage - Certification
in Ethical Computer Hacking is desired - Additional
training in Information Security, Networking A+ is desired - At
least three (3) years’ experience in digital forensics or related
field. - Previous
exposure and experience in computer programing - Proven
leadership experience - Knowledge
of tax laws and digital forensic tools and procedures - Extensive
knowledge of commercial and open source software/database engineering
tools, design techniques, CASE tools and security standards - Excellent
communication skills. - Be
a proven leader and innovator - Excellent
problem solving abilities - The
incumbent should have the ability to work in teams - Highly
analytical and a Critical thinker with attention to small detail - Age: Between 28-38 years
