About US:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Job Summary: The Officer
Customs – Electronic Cargo Tracking System will maintain the electronic cargo
tracking system and provide technical support to the Central Tracking and
Mobile Enforcement Teams so as to enable effective functioning of the system.
Key Duties and
Responsibilities:  
Maintain both the Hard and software procured for the implementation of
the Electronic Cargo Tracking system:
  • Receive the electronic devices (e.g.
    eseals) from different stations and record in the registry books and Stock
    management database.
  • Carry out quality checks on the electronic
    devices to establish their functional status.
  • Conduct servicing and repairs on the
    electronic devices that have mechanical issues.
  • Analyze the e-seal usage and advice for
    extrapolation where devices are bound to fail.
  • Ensure all e-seals that have been damaged
    are returned back to the Vendor for replacement.
Maintain the record of all ECTS hard and soft ware; and provide
accountability for the distribution and usage:
  • Coordinate the delivery of electronic
    devices across different stations to support cargo tracking.
  • Maintain a record of all electronic
    devices that come in to the organization from the vendor.
  • Record and report on the distribution of
    all electronic devices received, dispatched, damaged, under repair, beyond
    repair and those returned to the vendor.
  • Carry out a weekly stock take on all
    e-seals in operation and compile a report for further management.
  • Conduct device reconciliation and provide
    guidance to different enforcement officers in recovering and retrieving
    missing e-seals.
  • Compile device usage reports and submit to
    the line In charge/supervisor for further management.
Assemble and repair both the Hard and Software procured for the
maintenance of the Electronic Cargo Tracking system:
  • Receive different parts of the electronic
    devices from the vendor and assemble parts into the fully functional
    e-seal.
  • Record all factory damaged parts of the
    devices and develop an accountability report for all devices received and
    their quality status
  • Register the e-seals onto the ECTS system
    for activation.
  • Conduct tests and compile a device
    commission report that is submitted to the line supervisor.
Offer technical support to the implementation and usage of the
Electronic Cargo Tracking System in line with Customs Business processes:
  • Troubleshoot ECTS user problems and
    provide technical support to the field Customs teams on usage of the
    Electronic Cargo Tracking System in line with Customs Business processes.
  • Identify ECTS usage gaps and liaise with the
    system vendor / developer to close the gaps in line with Customs Business
  • Work closely with the IT software
    Engineering team to conduct software quality assessments to evaluate the
    effectiveness of the system’s functionality
  • Monitor ECTS device functionality and
    usage and submit monthly Device usage & seals management report
    clearly indicating the percentage of seals in active operations and usage
    rate per device
  • Identify ECTS user violations and design
    capacity building modules to enhance the ECTS user capabilities of users
  • Liaise with IT and Customs Systems teams
    to effect and monitors the inter-system integrations e.g. RECTS/Asyworld
    integration.



Qualifications, Skills and
Experience:
  • The applicants for the Uganda Revenue
    Authority (URA) Officer Customs – Electronic Cargo Tracking System jobs
    should hold Bachelor’s degrees
    in Computer Science, Information Technology, Mechanical Engineering
    or any other related field obtained from recognized Universities
  • Specialised
    training in Electronics Technology is an added advantage
  • A minimum of two years of related working experience, one (1) of which should have
    been attained in maintenance of Electronic tracking devices or closely
    related activities in a reputable organization.
  • Extensive knowledge and application of electronics problem diagnosis
    software
  • Knowledge
    of laws related to Customs and Electronic Tracking
  • Ability to use Soldering iron and the Electronic Multi-Meter
  • Excellent
    communication and interpersonal skills
  • Incumbent
    should be able to work as part of a team
  • Possess
    an impeccable record of integrity
  • Highly
    analytical with an investigative mind
  • Excellent
    interpersonal and communications skills
  • Age: Between 28-38 years
