The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
About CRRF:
The Secretariat for the Comprehensive Refugee Response Framework (CRRF)
in Uganda, led by the Government of Uganda, is meant to promote a
multi-stakeholder refugee response. The Secretariat will provide technical and
analytical support to the planning, implementation, and stocktaking of the CRRF
in Uganda. 
Job Summary: The Senior
Policy Officer will be tasked with the provision of on-going analytical
capacity to the CRRF Secretariat, in particular to support the Secretariat’s
analytical tasks (as outlined in its terms of reference), proposing other
necessary analytical work, and supporting the CRRF Secretariat in achieving its
overall goals and tasks, while bringing an NGO perspective into the
Secretariat’s daily work.
Key Duties and
Responsibilities:  
  • The incumbent will propose analytical work
    to be done by existing structures, CRRF stakeholders, or the Secretariat,
    to support the implementation of the CRRF.
  • Ensure the views and interests of NGOs are
    brought into the daily work and considerations of the CRRF Secretariat.
  • Suggest ways that data can be better
    captured to contribute to an improved response to refugees and their host
    communities by humanitarian and development actors.
  • The jobholder will also propose and
    support advocacy related to ensuring the full potential of refugee rights
    and other areas that require further advocacy to implement the CRRF.
  • Propose areas where earlier engagement by
    development actors could improve responses to refugees and their host
    communities and propose means to encourage their engagement.
  • Support the review of the technical and
    capacity-building support needs of line ministries, district/local
    governments, and support the review of planning guidelines for districts.
  • Suggest guidance for programme/project
    design and implementation for area-based support to refugee-hosting
    districts. 
  • Gather and analyse learning from previous
    engagement with refugees, for example, skilling experience for women and
    youth, and provide recommendations to stakeholders. 
  • Support other members of the CRRF Secretariat
    in the tasks of the Secretariat and its support to the CRRF Steering
    Group.
  • Regularly consult and seek feedback and
    input from both international and national NGOs to contribute to all the
    tasks of the CRRF Secretariat.
  • Report back on a monthly basis to the NGO
    community (including the INGO Refugee Group and other relevant forums) to
    provide updates on progress, challenges, and suggestions of ways for NGOs
    to engage and support the implementation of the CRRF.
  • Other tasks that may be required to support
    the CRRF Secretariat and the views and concerns of NGOs.



Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Senior Policy Officer career placement must have at least
    ten years’ experience working in the humanitarian and/or development
    fields
  • Broad knowledge and understanding of the
    New York Declaration, the CRRF, and the on-going work leading to the
    Global Compact on Refugees.
  • Proven understanding of refugee response,
    policy, and advocacy, particularly in Uganda context.
  • Proven analytical capacity
  • Ability to take initiative, work
    independently, as well as be a strong team player.
  • Ability to coordinate in a sensitive
    manner with different stakeholders.
  • Excellent written and oral communication
    skills in English.
  • Experience of working with NGOs and NGO
    forums.
  • Previous knowledge of initiatives related
    to refugee responses from which learning can be drawn.
  • Previous experience of working in Uganda
    is desirable
  • Understanding of the refugee response in Uganda,
    including the Settlement Transformative Agenda and ReHOPE. 
  • Previous exposure and experience of
    working with UNHCR.
  • Strong networks upon which to draw to
    contribute to the CRRF’s implementation.
