About Project:
The project targets the soy sector since its potential is grossly
underexploited in Northern Uganda. Thus, the project seeks to empower 2,500
smallholder farmers (80% women) in Northern Uganda. The innovation of
‘gender-transformative contract farming’ lies in the incentives it creates for
farmer groups to pursue gender equality within all their operations. This
includes application of bylaws on gender equality, as well as providing women
equal access to improved farming inputs, and capacity building on financial,
entrepreneurial and marketing skills.

Job Summary: The MER
Coordinator – Pink Revolution by managing the research, monitoring, evaluation,
documentation and learning components of the project. He/she will build
capacity of Plan International Uganda and partner staff in documenting
replicable models that enhance learning. She/he will lead the development of the
project M&E tools, checklists, including supporting the project
manager/project coordinator to produce quality reports. The position holder
will take lead in documentation of project progress and change realised through
conduction of routine monitoring, collection of most significant change stories
on project implementation following established guidelines, as well as
conducting of audits and verification of project data. The incumbent will also
be tasked with identification of learning models in the Pink Revolution Project
that can be replicated.

Key Duties and
Responsibilities:
Responsibilities:
- Tasked with planning, development and
implementation of the M& E frameworks and data management - Leads research, documentation, learning,
and supports reporting functions - Initiation and coordination of reviews
(mid-term reviews and final evaluations) and routine monitoring. - Responsible for the M&E, including
programme publications and maintenance of the programme resource centre. - Responsible for archiving of project
documents, reports, minutes, etc., from start to closure. - He/she will be a member of the Programme
Unit team that may be delegated on other M&E role in other ongoing and
or new grants projects. - Oversees the process of developing a
monitoring and evaluation plan and frameworks for the project. - Supports Plan International Uganda
implementing partners to streamline M&E systems for effective
execution of M&E functions. - Develops indicators, monitoring frameworks
and tools for the project. - Implements the project M&E framework
and coordinate tasks and processes for monitoring project progress. - Takes lead and manages documentation of
the project data/information. - Trains and coaches Plan International
Uganda and partner staff on use of the M&E framework, data collection
and documentation tools. - Offers technical support to project staff
on participatory monitoring methodologies with children and communities. - Supports project evaluations and all MER
initiatives to the highest quality as per Evaluation and Research
standards. - Records and analyses project monitoring
data to support effective project reporting and decision making. - Works in liaison with the Project
coordinator to develop project progress reports. - Takes lead in documentation of project
successes, best practices, case studies, lessons learnt and reflections
from the project to enhance learning. - Conducts project data quality assessments
- Compiles and disseminates M&E
information needed for periodic project planning. - Supports work and budget planning under
the supervision of the Project Coordinator. - Works in liaison with the Project
Coordinator in sharing project information and progress to enhance project
accountability to stakeholders. - Regularly shares programme updates between
Plan International Uganda and partners. - Works closely with the Project Coordinator
to profile project activities both in local and international media
networks through, events, launches and campaigns. - Collates the needed data/information to
support development of cases to advance advocacy efforts for the project.
Dealing with Problems:
- Planning and timely response on different
communication and M&E aspects, working together with diverse teams and
departments. - Quality of monitoring and evaluation of
the project to inform design. - Building the projects’ research capacity.
- Developing the capabilities of Plan
International Uganda Project and partner MER staff.
Qualifications, Skills and
Experience:
Experience:
- The applicant for the Plan International
MER Coordinator – Pink Revolution job vacancy must hold a Bachelor’s
degree in Development Studies/ Social Sciences/ economics/statistics or
its equivalent. - Additional training on relevant M&E
software (MS office, in design, Acrobat, Internet, web). - A minimum of three years’ experience in
performing both communications and M&E functions of a project. - Previous experience in supporting partner
organisations to conduct communications and M&E activities. - Comprehensive knowledge of current
communication issues and trends, particularly in the humanitarian sector. - Knowledge of environment and current
effective practice on monitoring & evaluation. - Good knowledge of how the media and
journalists work in Uganda. - Broad knowledge and understanding of child
rights and development. - Good understanding of gender and gender
transformative programming. - Significant MER experience working in an
emergency response contexts - Highly pro-active and highly committed to
monitoring and sharing the project’s work - Communicates effectively (verbal, written
and online). - Organised and able to multi-task and
manage multiple priorities within short deadlines. - Records and filing skills for maintaining
information resources and publications. - Excellent interpersonal skills, including
the ability to build relationships with colleagues in Plan International
Uganda partner organisations as well as key external actors; hence a team
player. - Fluency in English and good working
knowledge of local languages spoken in Uganda. - Use of social media-Facebook, twitter,
blogging, etc.
