About Uganda Graduate Volunteer
Scheme:
To enhance young graduates’ employability and bridge their transition
to work, the United Nations Development Programme (UNDP) in Uganda and UN
Volunteer (UNV) Programme in collaboration with the Ministry of Gender, Labour
and Social Development (MGLSD) on behalf of the Government of Uganda, have
developed a Project, “Uganda Graduate Volunteer Scheme”. The project aims to
contribute to efforts of addressing persistent employment challenges faced by
Ugandan young graduates. The project will specifically aim to provide young
graduates, below 30 years leaving institutions of higher learning on an annual
basis with access to work spaces to gain employability skills. This is in line
with national strategy to increase availability and quality of gainful
employment, and enhancing human capital development in the country.
Job Summary: The Monitoring
and Evaluation Officer will support the implementation of the Graduate
Volunteer Scheme Project. He/She will be based initially at UNDP and will be
later moved to the Ministry of Gender, Labour and Social Development as the
sustainability aspects of the project are finalized and arrangements for
Government takeover are put in place.
 
Key Duties and
Responsibilities:   
Monitoring and evaluation plan and results framework implemented
focusing on the following:
·        
Take part in and contribute to the finalization
of monitoring and evaluation plan and results framework for the Project;
·        
Develop monitoring and evaluation tools and
processes as well as training material to help train key partners and
stakeholders in monitoring and evaluation;
·        
Offer technical support to the Project
Management Unit (PMU) to strengthen monitoring and evaluation systems;
·        
Update, as necessary, Monitoring and Evaluation
plan and the Results Framework, in consultation with key project partners;
·        
Coordinate the collection of data from the
various agencies/institutions;
·        
Generate reporting data (generation of primary
and secondary data);
·        
Provide technical guidance for the
implementation of the M&E plan;
·        
Facilitate review of progress on a quarterly
basis and ensure problem solving through remedial actions;
·        
Assist the Project Manager in the identification
of potential implementation problems and bottlenecks for conducting the
necessary M&E work and recommend appropriate strategies to address them;
·        
Manage and provide leadership on M&E for
each of the project components;
·        
Prepare and submit periodic monitoring reports
as per M&E plan;
·        
Collect baseline and progress data disaggregated
by age, gender and disability status when necessary;
Ensure effective management of the monitoring and evaluation process
focusing on the following:
·        
Keenly review the quality of existing data
sources, the methods of data collection and the degree to which they will
provide good baseline data for mid-term and end of project evaluations; based
on this review consult partners to develop approaches to address identified
gaps;
·        
Prepare Terms of Reference (TOR) for surveys
including methodology preparation, sample selection and staff training if
needed, and provide overall technical direction for the conduct of the surveys
in the proposed intervention area;
·        
Provide evaluation feedback for the Project
Board;
·        
Follow up on implementation of audit and
evaluation recommendations; ensure the optimal use of evaluation findings by
providing guidance in preparation of timely management response to all
mandatory evaluations and by developing a communication/dissemination plan.
Ensure facilitation of knowledge building and knowledge sharing
focusing on the following:
·        
The jobholder will ensure facilitation of
knowledge building and knowledge sharing in the area of monitoring and evaluation,
focusing on achieving the following results:
·        
Identify and formulate lessons learned and
document best practices from evaluations and studies to be integrated into
project reports;
·        
Collaborate and coordinate with other partners,
government agencies, NGOs, and other organizations on monitoring and evaluation
issues;
·        
Participate in external supervision and
evaluation missions by facilitating access to M&E data as required.



Qualifications, Skills and
Experience:
·        
The ideal applicant for the United Nations UNDP Monitoring
and Evaluation Officer – Graduate Volunteer Scheme Project job placement should
hold an advanced (Masters) University Degree in Business Administration, Public
Administration, Project Planning and Management, Statistics, Economics,
Political Science, Social Science or related sciences;
·        
Possession of a Post Graduate Diploma or
Certificate in Monitoring and Evaluation an advantage.
·        
A minimum of five years of relevant experience
is required at the national or international level;
·        
Previous exposure and experience in project
monitoring and evaluation;
·        
Experience in the usage of computers and office
software packages (MS Word, Excel, PowerPoint, etc.) and knowledge of
spreadsheet and database packages, experience in handling of web-based
management system.

Evaluation with an understanding and application of M&E tools;
·        
Ability to identify monitoring and evaluation
related risks and opportunities and provide timely feedback to rectify/fill the
gaps;

Extensive knowledge of inter-disciplinary
development issues
·        
Fully proficient computer skills and use of
relevant software and other web-based applications, e.g. word processing,
spreadsheets, internet, PowerPoint;
·        
Seeks and applies knowledge, information and
best practices inside and outside UNDP;
·        
Consistently approaches work with energy and a

Learning and sharing knowledge and encourage the
