protection and management of the common Nile Basin water resources. NBI has a Shared
Vision, namely: ‘to promote sustain able socioeconomic development through the
equitable utilization of’, and benefit from , the common Nile Basin water
resources’. The NBI provides a unique forum for the countries of the Nile Basin
to move toward a cooperative process t realize tangible benefits in the basin
and build a solid foundation of trust and confidence.
Job Summary: The Programme
Officer will provide operational support to the successful implementation of
the Basin-Wide Program of the Nile-SEC. The incumbent will assist the DED/H
-BWP and WRM in coordinating the planning, monitoring and evaluation process.
Key Duties and Responsibilities:
Support to NBI program implementation
·        
Under the overall guidance of the DED/H- BWP and
W RM, follow up and provide effective coordination and technical support to the
implementation of the Basin Wide Program
·        
Support preparation of results based annual work
plan, budget and reports
Support to Resource Mobilization:
·        
Identify opportunities for resource mobilisation
(such as calls for proposals) t o which Nile SEC can res pond to leverage
fundin g and deliver more services;
·        
Assist the DED/H-BWP and WRM in developing
concepts and proposals for resource mobilization
·        
Follow up preparation of proposals and when
requested liaise with development partners to follow up processing of
proposals;
·        
Support grant management
Monitoring and Evaluation:
·        
Work in close collaboration with the Economist,
establish and manage Nile SEC overall Monitoring and Evaluation system with
clear goals, outcomes, outputs, inputs, processes and indicators, data needs
and sources, reporting formats for effective monitoring and updating progress
of Nile SEC programs
·        
Design data collection formats, reporting
templates and processing guidelines
·        
Develop a systematic process to collect, analyse
and compile monitoring data on Nile SEC programs;
·        
Working with information systems specialist,
develop an automated Nile SEC result based system and regularly update it;
·        
Support staff in operationalizing the
Performance Management Framework for on-going and new programs/projects;
·        
Assist the DED in follow up and operational
monitoring of implementation of the Basin Wide Program ensuring timely
implementation and delivery of results;
·        
Working with NBI centres, Monitor and regularly
update the NBI project portfolio;
·        
Working closely with relevant staff of Nile Sec,
prepare regular and ad hoc substantive reports on implementation of the
Basin-Wide Program;
·        
Maintain a systematic database of all reports,
concept papers, proposals and other planning, monitoring and program
implementation related documents;
·        
Develop specific substantive reports on grant
implementation as per NBI governance and donor requirements;
·        
Perform other tasks assigned by the DED;



Qualifications, Skills and
Experience: 
·        
The applicant should hold a Master’s degree in
Water Resource Engineering/Management, Natural Resources Development,
Economics, Project Planning or a related field.
·        
Diploma in Project Management/Operations
·        
Advanced training in Monitoring and evaluation
·        
At least seven years’ experience in project
planning, implementation and monitoring with emphasis on an organisational
development context.
·        
Experience in corporate reporting
·        
Good Knowledge of NBI Programme and Projects
·        
Possess current knowledge of the M&E tools
in the market
·        
Experience working with or in international and
donor organizations is an advantage
·        
Experience working in Africa, particularly the
Nile Basin countries, is preferred
·        
Good record of efficient and cost-effective
achievement in project coordination and technical oversight.
·        
Experience in a multi-country context and the
capacity to work sensitively in a multi-cultural environment.
·        
Demonstrated ability to deal successfully with
complex projects and to anticipate and take action on emerging issues and
trends.
·        
Working knowledge of international development
and donor operations.
·        
High-level interpersonal skills, including
successful negotiation skills.
·        
Proven capacity to constructively and
diplomatically communicate with a wide range of internal and external
stakeholders.
·        
Demonstrated analytical capacity and good levels
of strategic thinking and innovation.
·        
Good computing skills, including modern office
packages – word processing, spreadsheets, presentations and communications.
·        
Excellent written and spoken English.
·        
High-level experience in natural resource
management, including a good understanding and working knowledge of
contemporary river basin management issues coupled with integrated water
resources management and associated socio-economic development.
·        
Good understanding of the international
development environment and the role of donors.
·        
Demonstrated capacity in sound strategic
thinking along with strategic analysis and planning skills, and a record of
innovation.
·        
Demonstrated achievements in managing complex
projects on time and within budget
·        
Demonstrated high-level capacity to communicate
and negotiate across public and private sector interest groups.
