University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening. The Defeat TB project goal is to increase TB case
notification, case detection, and treatment outcomes through health system strengthening
with the aim of ending the TB epidemic in Uganda.

Job Summary: The MDR-TB
Technical Advisor will be responsible for providing targeted technical
assistance to all programmatic and clinical TB, and MDR-TB activities for the
project. The Technical Advisor – MDR (a senior clinician) will also be
responsible for providing technical support to IPs, Districts and health
facilities offering TB and MDR-TB care services. S/he will work closely with
Programme Manager NTLP, the MDR Coordinator and members of multidisciplinary
teams to ensure efficiency and effectiveness of interventions implemented for
control of MDR in the country. In addition, s /he will collaborate with the
Data Manager/Monitoring & Evaluation Officer to regularly monitor the
progress made towards the targets for programmatic management of drug resistant
TB.

Key Duties and Responsibilities:
- Offer technical support, including
capacity building, to NTLP staff and existing regional USAID IPs in
improving TB and TB/HIV case detection, TB/HIV collaboration, care and
support, MDR/XDR-TB programs working closely with the NTLP Manager and the
USAID Defeat TB COP - Coordinate capacity building activities
for primary care providers at MDR-TB treatment facilities for prevention
of MDR-TB, increase Gene Xpert implementation, MDR-TB case detection and
enrolment, treatment response monitoring and contacts management. - Steer the development, implementation of
annual, quarterly project MDR-TB work plans and preparation of periodic
reports - Organize a systematic childhood TB
management learning agenda, generate and disseminate lessons among TB
control stakeholders on a regular basis - Coordinate and monitor the progress of
programmatic Management of Drug Resistant Tuberculosis including but not
limited to including active case finding, contacts management, TB/HIV, TB
Infection control, patient support TB logistics management, treatment
response monitoring and quarterly programme reviews through MDR-TB cohort
review - Support the expert DR TB committees and TB
technical strategic working group meetings to address policy, technical
and programmatic gaps in MDR-TB diagnosis and treatment and Infection
Control; update partners and stakeholders on TB-MDR TB project activities. - Assist in the development of the TB
pharmacovigilance system (active Drug Safety Monitoring, ADSM) while
building the capacity of the health workforce in this area. - Support the institutionalization of a
well-functioning monitoring system for TB and DR-TB with DR-TB records
integrated into standard NTP reporting. - Work with NTLP to identify and address
priority technical and programmatic gaps in increasing case notifications,
diagnosis and treatment of Pediatric TB through project supported
interventions - Provide technical assistance in
public-private mix (PPM) for MDR-TB management and work closely with the
Private Sector Advisor in this area. - Coordinate the implementation and
reporting of results from the DR-TB collaboration, learning and adaptation
agenda including but not limited to routine data analysis and monitoring,
evaluations, operations research activities, pilot innovations,
application of CQI approaches to improve MDR-TB care, peer learning
sessions and MDR-TB cohort review activities - Monitor progress of Programmatic
Management of Drug-Resistant Tuberculosis (PMDT) implementation through
periodic consultations, monthly progress review meetings, reports review,
and supportive supervision. Provide written feedback for improving
performance. - Collaborate with other multidisciplinary
team and project and National levels to coordinate effective health system
strengthening activities to address supply chain management, optimize
laboratory function, utilization of MOH tools and overall organization of
services - Coordinate Technical Assistance for
Regional Implementing partners - Provide Technical Assistance for
application of CQI to improve MDR-TB care - Supervision of Programme Officers
- Represent the USAID Defeat project on
regional and national TB, TB/HIV and MDR/XDR-TB activities and at selected
international meetings.
Qualifications, Skills and Experience:
- The applicants for the USAID Defeat TB
Project MDR TB Advisor job opportunity must hold an MBCHB degree with
masters training in internal medicine (MMED) or Public (MPH) or both - At least five years of related experience
in DR-TB Control related activities, including program implementation,
monitoring and evaluation or additional training in Drug Resistant TB
programming and management. - Broad knowledge and understanding of
current key TB, TB/HIV control and MDR-TB issues at national and global
level. - Strong managerial skills are required to
operate independently with limited direct supervision of day-to-day
activities and to lead results-driven project teams and workgroups. - Excellent oral and written communication
skills are required to develop and maintain effective, sustainable working
relationships with national and international working partners and to
accomplish reporting requirements. - Ability to analyze, understand and discuss
new program design, management and implementation approaches is required.
This includes the development of evaluation designs, use of reliable and
valid instruments, and methods for data collection, analysis and reports. - The ability to influence other
collaborative organizations engaged in TB & HIV control programs to
adopt appropriate strategies for improving the programs for patients with
TB/HIV co-infection is an important skill required for this position. - Detailed knowledge of current TB, TB/HIV
and DR-TB landscape in Uganda, the health care system, Ministry of Health
policies, regulations and program priorities - Detailed knowledge of USAID Administrative
policies and regulations - Previous experience in on-site training,
mentorship and QI coaching approaches - Demonstrated capacity to build and
maintain productive working relationships with a wide network of partners
and stakeholders - Demonstrated organizational and
supervisory skills and abilities; sound judgment, and high ethical
standards; flexible and able to adapt to changing priorities and deadlines
