Job Summary: The Head Social
Franchising will provide leadership and oversight of the successful delivery
high-impact and high-quality comprehensive and voluntary family planning (FP)
and post-abortion care (PAC) services through the BlueStar social franchise
network. The BlueStar network is a strategic channel for providing greater
access to urban, peri-urban and underserved communities with unmet need and
unmet demand for FP and PAC services.
Franchising will provide leadership and oversight of the successful delivery
high-impact and high-quality comprehensive and voluntary family planning (FP)
and post-abortion care (PAC) services through the BlueStar social franchise
network. The BlueStar network is a strategic channel for providing greater
access to urban, peri-urban and underserved communities with unmet need and
unmet demand for FP and PAC services.
Key Duties and Responsibilities:
Development of the Blue star network to increase private sector FP and
PAC access:

- Use collaborative approaches with SF
Coordinators to develop appropriate annual work plans/budgets, and
reasonable service projections. - Effectively use performance dashboards to
motivate teams and deliver high quality results in time and to budget - Tasked with the identification of long and
medium-term objectives to guide the development of service delivery and
identify opportunities for improvement and expansion. - Formulate strategies that support the
franchise network in managing health as a business - Examination of MSI experience in other
places for learning and ideas to improve SF and voucher activities. - Work closely with the Voucher Strategy
Manager and Director Programmes to continuously improve management of
vouchers through BlueStar providers - Identify and support teams to correct any
quality, compliance, operational or client care issues affecting service
delivery to improve client outcomes - Support and deliver training to ensure
consistency in the quality and performance across all social franchises - Conduct partnership negotiations and
confidence building with partners in the private sector. - Develop and manage a portfolio of
solutions to help franchisee partners increase impact.
Attract and retain a highly motivated and experienced technical and
operations team to support the Blue Star business plan:

- Work closely with the quality assurance
department to ensure that Social Franchise adhere to clinical protocols
and standards. - Build productive working relationships
with key stakeholders in government and private sector. - Support to provide quality services
through in service trainings and supportive supervision. - Identify future partners by marketing the
benefits of social franchise.
Ensure that clinical governance systems, processes and procedures are
developed to keep pace with the scope and scale of franchise operations:

- Ensure strong integration of MSIU’s
quality standards. - Support demand generation and activities
to reach more clients, thereby training, coaching and mentoring the social
franchise team. - Provide reliable access to and reduce
stock outs. - Ensure all gaps identified during quality
audits are actioned and closed.
Timely, accurate and complete reporting of verified Blue Star results

- Tasked with the regular collation and
reporting on progress to SF Coordinators, other channels, the department,
the Director Programmes, Senior Advisor and SMT - Agree and communicate proposals for action
to rectify any performance issues - Lead discussion on key issues specific
social franchising across MSI Uganda’s full portfolio of services.
Qualifications, Skills and
Experience:
Experience:
- The applicant should preferably hold a
Bachelor’s degree in medicine or related field. - Second degree in Public Health / or
Marketing added advantage. - Five or more years of experience working
on the operations side of healthcare service. - Delivery of which at least three (3)
years’ experience working at management level with extensive line management
and budget experience. - Previous experience in working in a Health
Care/related industry will be a great advantage - Excellent strategic planning and ability
to breakdown complex data into clear, cohesive business plans that are
client-focused. - Ability to lead evolving Reproductive
health service models. - Demand side financing
- Passionate and willing to work extensive
hours to ensure project deliverables are achieved within the required time
frame. - Experience working in resource-limited
settings. - Ability to work in and adjust to different
cultural contexts and communicate effectively. - Pro-choice with a genuine commitment to
the values and ethos of Marie Stopes International - Experience in working with private health
sector. - Skills in business intelligence.
- Good grasp of Reproductive Health and
other Social Health issues. - Good experience in working with different
teams. - Excellent oral and written communication
skills. - Good facilitation and negotiation skills.
- Be self-starter, effective team player and
have a demonstrated results-oriented track record.
