• Ensure coordination between implementing
  partners and the NTLP;
• Ensure that TB related policies and
  regulations developed by all the stakeholders that have a bearing on TB
  control are adequately circulated, acknowledged and responded to by the
  NTLP and others;
• Tasked with the provision of
  administrative support to NTLP Programme manager in relation to
  coordination and partnership building and resource mobilization;
• Relationship management with the National
  Coordination Committee and technical working groups, relevant departments
  and agencies of health and other stakeholders;
• Coordinate and assist in steering and
  implementation of resolutions of the National Coordination committee and
  its technical working groups;
• Support NTLP and the MoH Emergency
  Operations Centre to functionalize the regular monitoring of MDR-TB as a
  notifiable disease.
• Support the coordination of NTLP responses
  to TB related crises.
• Partnership building and resource
  mobilization:
• Identify opportunities for partnership
  building and resource mobilization with development partners in Uganda and
  beyond;
• Build on and manage relationships with
  current and potential partners;
• Tasked with drafting concept notes and
  reports to prepare and facilitate partnership building and resource
  mobilization.

• Work closely with the NTLP to
  functionalize the National PPM Guidelines adapted from WHO.
• Support the NTLP and the health care
  authorities of Kampala, Mukono and Wakiso to map, identify and engage
  private health providers in the detection, notification and treatment of
  tuberculosis.
• Work with the NTLP to develop and
  implement a system for accrediting and regulating private facilities
  providing services for TB diagnosis and treatment.
• Implement programs for capacity building,
  supportive supervision and mentorships in TB management in the private
  sector.
• Support capacity building in TB management
  and provide recording and reporting tools.
• Implement TB related laboratory quality
  assurance and operations research in the private sector.
• Develop and/or strengthen referral
  mechanisms linking Presumptive TB cases from other private providers to
  either public or private diagnostic and treatment units.
• Strengthen linkages of private providers
  providing TB services to the hub sample transportation system
• Facilitate referrals and capture data
  disaggregated by provider.
• Increase involvement of traditional
  medical practitioners in TB care.
• Develop strategies for engaging the
  corporate world in TB prevention and care.
• Participate in the implementation urban TB
  care and prevention strategies for Kampala, Wakiso and Mukono and municipalities
  in the catchment of MDR sites.
• Work with TASO to promote the linking of
  private DTUs to community TB support structures so as to: minimize initial
  loss to follow up; support Urban DOTs implementation; and, support sputum
  sample referrals, systematic screening and contact tracing.

• The applicants for the USAID Defeat TB
  Project Private Public Mix, Coordination and Partnership Officer job opportunity
  must hold a Master’s degree or an equivalent in Public Health, Social
  Sciences, Economics or Political Sciences or related field.
• At least two years’ experience in
  integrated health programming gained through serving within a government,
  NGO or private for profit institution with proven ability to coordinate
  activities of different stakeholders at national, district and community
  level.
• Two years of relevant work experience at
  national level;
• Broad knowledge and understanding of the
  goals of the USAID Country Development Cooperation Strategy
• Knowledge of the government systems;
• Working experience of Quality Improvement
  approaches and willingness to gain more experience in QI.
• Proven ability to conceptualize, innovate
  and execute ideas, as well as transfer knowledge and skills to policy
  makers and to the private sector
• Excellent interpersonal skills
• Ability to express clearly and concisely
  ideas and concepts in written and oral form
• Experience with USAID and donor projects
  is highly desirable
• Knowledge in gender mainstreaming is
  desired
• Excellent oral and written communication
  skills are required to develop and maintain effective, sustainable working
  relationships with members of the private sector
• Ability to analyze, understand and discuss
  new program design, management and implementation approaches is required.
• The ability to influence other
  collaborative organizations engaged in TB & HIV control programs to
  adopt appropriate strategies for improving the programs for patients with
  TB/HIV co-infection is an important skill required for this position.
• Willingness to learn core principles of
  the project that include new innovations for the enhancement of TB case
  detection and treatment success, the application of CQI for enhancing the
  effectiveness of the project
• Demonstrated sound judgment, and high
  ethical standards; flexible and able to adapt to changing priorities and
  deadlines
• Previous experience and skills in
  humanitarian emergency context is highly desirable;
• Being able to effectively network with
  NTLP’s partners, donors and other international organizations, seizing opportunities
  to build strategic alliances relevant to NSP’s strategic objectives
